WHEREAS, The City of Saint Paul s ommitted to assisti g economically
disadvantaged and/or unemployed resid nt of Saint Paul to p epare them for
the labor force; and
WHEREAS, The City of Saint Paul as been administerinq job creation and
training programs under the Federal J b raining Partnershi Act program (JTPA)
since 1983; and
WHEREAS, JTPA Employment and Tra'ni g programs play a ey role in our
current and future economy and are es en ial to meeting emp oyer and employee
needs; and
WHEREAS, Saint Paul received $2,05 ,774 in 1988 under he Job Training
Partnership Act Program; and
WHEREAS, 1,237 Saint Paul resid nt received employmen and training services
this past year; and
WHEREAS, $4.183 billion is need d ation-wide in Progr m Year 1989 (July 1,
1989 - June 30, 1990) to continue th se vital JTPA programs and
WHEREAS, The House and Senate L bo /HHS/Education Appr priations Subcommittee
will begin work on the 1990 appropri ti ns bill soon after he Memorial Day
recess; now, therefore, be it
RESOLVED, That the Saint Paul C ty Council supports full funding of the
Job Training Partnership Act program na ion-wide in the amo nt of $4.183 billion
in Program Year 1989 and urges Congr ss to support an allocation formula for
cities throughout the nation that wi 1 nable Saint Paul t continue JTPA services
in future years at a level comparabl t 1988.
