WHEREAS, the City Council held a public hearing of the proposed plat on August 4, 1999, where a11
interested parties were given the opportunity to be heazd and the Council considered a11 facts and
recommendations concerning the plat;
NOW, THEREFORE, BE IT RESOLVED, that the City Council accepts and approves the attached
preliminary and final plat for the Amherst H. Wiider Foundation Rarig Campus at 508-516 Humbolt Avenue
subject to the following conditions:
Rezoning of the northeast corner of ptoposed Lot 6 from P-1 to RM-2, and rezoning of the
northwest corner of the properiy from B-2 to RM-2, necessary to avoid creating lots with split
zoning, must be approved by the City Council.

Dear Ms. Anderson:
Bolton & Menk, Inc., has submitted an application for preliminary and final plat approval for subdivision
of the property at 508-516 Humbolt Avenue into seven lots. The plat creates separate lots for the nursing
home buildings that are now owned by HealthEast, for the independent senior housing buildings stiil
owned by Wilder, and for a parcel below the bluff along Concord Street that will remain zoned P-1 for
parking to serve an adjacent building along Concord. Attached aze the staff report and the preliminary
and final piat for your consideration. This application meets all subdivision requirements and staff
recommends approval of the preliminary and final plat.

PARCEL SIZE: 664,048 sq. feet / 15.24 acres

EXISTING LAND USE: Independent senior housing in three buildings and nursing
home / care center in two buildings.

North: Commercial and hockey azena in a B-3 zone.
East: Commercial in a B-2 zone.
South: Library and SF/duplex housing in an RT-1 zone.
West: Commercial, school and SF/duplex housing in an RT-i zone.
E. ZONING CODE CITATION: Section 67301 states that platting is required when a
subdivision creates five or more lots. Section 67.406 gives criteria for the review of
� subdivision appiications. These criteria aze covered below in the findings section of this
staff report.
F. HISTORYlDISCUSSION: On January I, I999, Wilder Foundation transferred �
ownership of its nursing homes to HealthEast. The proposed ptat of the Rarig Cazngus
delineaYes separate lots for the nursing home buildings now owned by HealthEast and for
the independent senior housing buitdings that aze still awned by Wilder.
G. DISTRICT COiJNCII. RECOMD'IENDATION: None received.
H. T2EQUIRED FINDINGS:
1. All the applicable provisions of the Legislative Code are being complied with.
T'he Declararion of Easements, Covenants and Restrictions wluch will be filled in
the offce of the Ramsey Covnry Recorder atong with the final plat have been
reviewed and approved by the Departrnent of Public Works. A petition has been
submitted for vacation of three little street and alley segments that were not
vacated when the Rairg Campus was built, and vacarion of these segmenYs is in
process. The appiicant has also submitted a petition to rezone the northeast
comer of proposed Lot 6 fron P-1 to RM-2, and to rewne the northwest comer of
their property from B-2 to RM-2 to avoid crearing lots with split zoning.
The proposed subdivision wilt not 6e detrimental to the present and potential
surrounding land uses. The buildings will conrinue to be used for independent
senior housing, a nursing home and caze center, which is what they were designed
for. There is no significant change in neighborhood impact from past uses of the �
property.
The area surrounding the subdivision can be planned and developed in
coordination and compaYibility wiYh the proposed subdivisioa. The area
surrounding the Rarig Campus is fully developed and is compatible with the
campus. Proposed Lot 7 below the bluff along Concord Street will remain zoned
P-1 for pazking to serve an adjacent building along Concord.
4. The subdivision is in conformance with the Comprehensive Plan. The
Housing Plan caiis for ensuring availability of a full rauge of affordable housing
and housing choices to meet the needs of a fuil range of household types and
income levels.
5. The subdivision preserves attd incorporates the site's important e�sting
natural features, wherever possible. The existing buildings and commons
gu�den area aze designed to relate nicely to the bluff line and to take advantage of
the views from the top of the bluff.
6. All land intended for building sites can be used safely without endangering
residents by perit from ftood, erosion, coatiauously high water table, severe
soil conditions or oYher menace. The buiidings and the site have been designed �
to meet this requirement.

I. STA.FF RECOD�IlI�NDATION: Based on required findings 1 through 7 above, staff
� recommends approval of the final plat for the Amherst H. Wilder Foundation Rarig
Campus at 508-516 Humbolt Avenue subject to the following condiYions:

nursing homes to HeatthEast.

of the changing naiure of the heatth care industry, we realized that mirsing
homes must be pazt of a larger system of health care to succeed. R'e
determined it was in the best interest of the residents and the community to
turn over responsibility for the nursing homes to HealthEast. HealthEast is
a Saint Paul-based, nonprofit organization ihat focuses exctusivet� on
heatth caze. '
For more than 90 years, the Foundateon has been helping people aQe with
dignity. Serving oIder adults is an essential part of the Foundation`s
mission, and ihai is not going to chan�e.
The foltowing aze just some of the services which the Foundaiion
continues to provide to otder adults: Senior Housing, Adult Day Health,
Assisted Living, and the Living at Home / Block Nurse Program. Ia the
months and yeazs to come, Wilder will continue to evaluate how it can
best serve older adults and wiit implement additional programs.

Campus at 508-516 Humbolt Avenue subject to the following conditions:
The rezoning of the northeast comer of proposed Lot 6 from P-1 to RM-2, and
rezoning of the northwest corner of the property from B-2 to RM-2, necessary to
avoid czeating lots with split zoning, be approved by the City Council.
2. The applicant shall file a copy of the Council Resolution approving the glat with
the Ramsey County Recorder's Offi�e.
3. The applicant shaii file a copy of the Declazation of Easements, Covenants and
Restrictions required by the City for access, parking and utilities along with the

On January 1, the Wilder Foundation transferred o�vnership of its three
nursing homes to HealthEast.

recognized as an innovator in progressive nursing home care. But because
of the changin� nahtre of the health care industry, we realized that nursing
homes must be part of a lazger system of heatth care ta succeed. �Ve
determined it �vas in the best interest of the residenu and the coinmunity to
turn over responsibility for the nu�sins homes to HealthEast. HealthEasF is
a Sairit Paul-based, nonprofit organization that focuses exclusivel}• on
health care.
For more than 90 years, the Foundation has been helpin� people age with
digniry. Serving older adults is an essential pan of the Foundation's
mission, and that is not goin� to chan�e.
The following are just some of the services which the Foundation
continves to provide to older adults: Senior Housing, Aduit Day Health,
Assisted Living, and the Living at Home / Block Nurse Program. In the
months and years to come, Wiider will continue to evaluate ho�v it can
best serve otder adults and will implement additional programs.

PARCEL SIZE: 664,048 sq. feet / 15.24 acres
EXISTING LAND USE: Independent senior housing in three buildings and nursing
home / caze center in two buildings.
SURROUNDING LAND USE:
North: Commercial and hockey azena in a B-3 zone.
East: Commercial in a B-2 zone.
South: Library and SF/duplex housing in an RT-1 zone.
West: Commercial, school and SF/duplex housing in an RT-1 zone.
E. ZONING CODE CITATION: Section 67301 states that platting is required when a
subdivision creates five or more lots. Section 67.406 gives criteria for the review of
subdivision applications. These criteria are covered below under "Required Findings."
F. ffiSTORY/DISCUSSION: On January 1, 1999, Wilder Foundation transfesed
ownership of its nursing homes to HealthEast. The proposed plat of the Rarig Campus
delineates separate lots for the nursing home buildings now owned by HealthEast and for
the independent senior housing buildings that aze still owned by Wilder.
G. DISTRICT COiJNCIL RECONIlVIENDATION: None received.
H. REQUIl2ED �'INDINGS:
1. All the applicable provisions of the Legislative Code are being complied with.
The Declaration of Easements, Covenants and Restrictions which will be filled in
the office of the Ramsey County Recorder along with the final plat have been
reviewed and approved by the Department of Public Works. A perition has been
submitted for vacation of three little street and alley segments that were not
vacated when the Rairg Campus was built, and vacation of these segments is in
process. The applicant has also submitted a petition to rezone the northeast
comer of proposed Lot 6 fron P-1 to RM-2, and to rezone the northwest corner of
theu property from B-2 to RM-2 to avoid creating lots with split zoning.
2. The proposed subdivision will not be detrimental to the present and potential
surrounding land uses. The buildings will continue to be used for independent
seniar housing, a nursing home and caze center, which is what they were designed
for. There is no significant change in neighborhood 'unpact from past uses of the
property.
3. The area surrounding the subdivision can be ptanned and developed in
coordination and compatibility with the proposed subdivision. The azea
surrounding the Rarig Campus is fully developed and is compatible with the
campus. Proposed Lot 7 below the bluff along Concord Street will remain zoned
P-1 for pazking to serve an adjacent building along Concord,
4. The subdivision is in conformance with the Comprehensive Plan. The
Housing Plan calls for ensuring availability of a full range of afFordable housing
and housing choices to meet the needs of a full range of household types and
income leveis.
5. The subdivision preserves and incorporates the site's important existing
natural features, wherever possible. 'The e�sting buildings and commons
gazden azea aze desigied to relate nicely to the bluff line and to take advantage of
the views from the top of the bluff.
6. Ali land intended for building sites can be used safely without endangering
residents by peril from flood, erosion, continuously high water table, severe
soil conditions or other menace. The buildings and the site have been designed
to meet this requirement.

I. STAFF RECOD�IENDATION: Based on required findings 1 through 7 above, staff
recommends approval of the final plat for the Amherst H. VJilder Foundation Rarig
Campus at 508-516 Humbolt Avenue subject to the following conditions:
The rezoning of the northeast corner of proposed Lot 6 from P-1 to RM-2, and
rezoning of the northwest corner of the properly from B-2 to RM-2, necessary to
avoid creating lots with split zoning, be approved by the City Council.
2. The applicant shail file a copy of the Council Resolution approving the plat with

My husband, Tom Lloyd, and I own the Riverview Commercial Club
Building located at 72 Concord, just below the Wilder West campus. Our
property borders the east side of the proposed vacated street, Livingston Street,
with Wilder owning the property on the west side of the vacated street.
We feel supportive towards the Wilder zoning changes and/or any other
changes proposed and would like to have the opportunity to follow through on
our negotiations with Wilder to purchase the surrounding property for parking
for the Riverview Commercial Club Building. As it is now zoned as P1, we would
support it staying so zoned. The 40-Acre Study of 1992, signed on by the City of
St. Paul, Wilder and various community organizations, also supports this as
parking designated specificaily for the Riverview Commercial Club Building.
We would like to see the Riverview Commercial Club Building fully
developed. Parking for the building is an integral part of the development
package.
i want to reiterate that we support the proposed zoning changes, with our
interest in the vacated street on the west side and the adjoining proposed lot 7
on the east side to be used as parking for the Riverview Commercial Club
Building.

Club parcel, required off-sueet parking for the building will have to be provided on an
adjacent parcel. T'his vacant land is the best candidate for such parking. Rezoning the
site to P-1 at this time will help market the building to prospective users and will
preserve the adjacent land for off-street parking. A site plan for the parking lot is
provided in Figure 1.

E. ZONING CODE CITATION: Section 67301 states that platting is required when a
subdivision creates five or more lots. Section 67.406 gives criteria for the review of
� subdivision appiications. These criteria aze covered below in the findings section of this
staff report.
F. HISTORYlDISCUSSION: On January I, I999, Wilder Foundation transferred �
ownership of its nursing homes to HealthEast. The proposed ptat of the Rarig Cazngus
delineaYes separate lots for the nursing home buildings now owned by HealthEast and for
the independent senior housing buitdings that aze still awned by Wilder.
G. DISTRICT COiJNCII. RECOMD'IENDATION: None received.
H. T2EQUIRED FINDINGS:
1. All the applicable provisions of the Legislative Code are being complied with.
T'he Declararion of Easements, Covenants and Restrictions wluch will be filled in
the offce of the Ramsey Covnry Recorder atong with the final plat have been
reviewed and approved by the Departrnent of Public Works. A petition has been
submitted for vacation of three little street and alley segments that were not
vacated when the Rairg Campus was built, and vacarion of these segmenYs is in
process. The appiicant has also submitted a petition to rezone the northeast
comer of proposed Lot 6 fron P-1 to RM-2, and to rewne the northwest comer of
their property from B-2 to RM-2 to avoid crearing lots with split zoning.
The proposed subdivision wilt not 6e detrimental to the present and potential
surrounding land uses. The buildings will conrinue to be used for independent
senior housing, a nursing home and caze center, which is what they were designed
for. There is no significant change in neighborhood impact from past uses of the �
property.
The area surrounding the subdivision can be planned and developed in
coordination and compaYibility wiYh the proposed subdivisioa. The area
surrounding the Rarig Campus is fully developed and is compatible with the
campus. Proposed Lot 7 below the bluff along Concord Street will remain zoned
P-1 for pazking to serve an adjacent building along Concord.
4. The subdivision is in conformance with the Comprehensive Plan. The
Housing Plan caiis for ensuring availability of a full rauge of affordable housing
and housing choices to meet the needs of a fuil range of household types and
income levels.
5. The subdivision preserves attd incorporates the site's important e�sting
natural features, wherever possible. The existing buildings and commons
gu�den area aze designed to relate nicely to the bluff line and to take advantage of
the views from the top of the bluff.
6. All land intended for building sites can be used safely without endangering
residents by perit from ftood, erosion, coatiauously high water table, severe
soil conditions or oYher menace. The buiidings and the site have been designed �
to meet this requirement.

I. STA.FF RECOD�IlI�NDATION: Based on required findings 1 through 7 above, staff
� recommends approval of the final plat for the Amherst H. Wilder Foundation Rarig
Campus at 508-516 Humbolt Avenue subject to the following condiYions:
The rewning of the r�ortheast comer of proposed Lot 6 from P-1 to RM-2, and
rezoning of the northwest comer of the property from B-2 to RM-2, necessary to
avoid creating lots with split zoning, be approved by fhe City Council.
2. The appiicant shali file a copy of the Council Resolution approving the plat with
the Razusey County Recorder's Office.
3. The applicant shall file a copy of the Declazation of Easements, Covenants and
Restrictions required by the City for access, pazking and ufilities along with the
fmai plat.

recommends approval of the final plat for the Amherst H. Wilder Foundation Rarig
Campus at 508-516 Humbolt Avenue subject to the following conditions:
The rezoning of the northeast comer of proposed Lot 6 from P-1 to RM-2, and
rezoning of the northwest corner of the property from B-2 to RM-2, necessary to
avoid czeating lots with split zoning, be approved by the City Council.
2. The applicant shall file a copy of the Council Resolution approving the glat with
the Ramsey County Recorder's Offi�e.
3. The applicant shaii file a copy of the Declazation of Easements, Covenants and
Restrictions required by the City for access, parking and utilities along with the

On January 1, the Wilder Foundation transferred o�vnership of its three
nursing homes to HealthEast.

recognized as an innovator in progressive nursing home care. But because
of the changin� nahtre of the health care industry, we realized that nursing
homes must be part of a lazger system of heatth care ta succeed. �Ve
determined it �vas in the best interest of the residenu and the coinmunity to
turn over responsibility for the nu�sins homes to HealthEast. HealthEasF is
a Sairit Paul-based, nonprofit organization that focuses exclusivel}• on
health care.
For more than 90 years, the Foundation has been helpin� people age with
digniry. Serving older adults is an essential pan of the Foundation's
mission, and that is not goin� to chan�e.
The following are just some of the services which the Foundation
continves to provide to older adults: Senior Housing, Aduit Day Health,
Assisted Living, and the Living at Home / Block Nurse Program. In the
months and years to come, Wiider will continue to evaluate ho�v it can
best serve otder adults and will implement additional programs.

PARCEL SIZE: 664,048 sq. feet / 15.24 acres
EXISTING LAND USE: Independent senior housing in three buildings and nursing
home / caze center in two buildings.
SURROUNDING LAND USE:
North: Commercial and hockey azena in a B-3 zone.
East: Commercial in a B-2 zone.
South: Library and SF/duplex housing in an RT-1 zone.
West: Commercial, school and SF/duplex housing in an RT-1 zone.
E. ZONING CODE CITATION: Section 67301 states that platting is required when a
subdivision creates five or more lots. Section 67.406 gives criteria for the review of
subdivision applications. These criteria are covered below under "Required Findings."
F. ffiSTORY/DISCUSSION: On January 1, 1999, Wilder Foundation transfesed
ownership of its nursing homes to HealthEast. The proposed plat of the Rarig Campus
delineates separate lots for the nursing home buildings now owned by HealthEast and for
the independent senior housing buildings that aze still owned by Wilder.
G. DISTRICT COiJNCIL RECONIlVIENDATION: None received.
H. REQUIl2ED �'INDINGS:
1. All the applicable provisions of the Legislative Code are being complied with.
The Declaration of Easements, Covenants and Restrictions which will be filled in
the office of the Ramsey County Recorder along with the final plat have been
reviewed and approved by the Department of Public Works. A perition has been
submitted for vacation of three little street and alley segments that were not
vacated when the Rairg Campus was built, and vacation of these segments is in
process. The applicant has also submitted a petition to rezone the northeast
comer of proposed Lot 6 fron P-1 to RM-2, and to rezone the northwest corner of
theu property from B-2 to RM-2 to avoid creating lots with split zoning.
2. The proposed subdivision will not be detrimental to the present and potential
surrounding land uses. The buildings will continue to be used for independent
seniar housing, a nursing home and caze center, which is what they were designed
for. There is no significant change in neighborhood 'unpact from past uses of the
property.
3. The area surrounding the subdivision can be ptanned and developed in
coordination and compatibility with the proposed subdivision. The azea
surrounding the Rarig Campus is fully developed and is compatible with the
campus. Proposed Lot 7 below the bluff along Concord Street will remain zoned
P-1 for pazking to serve an adjacent building along Concord,
4. The subdivision is in conformance with the Comprehensive Plan. The
Housing Plan calls for ensuring availability of a full range of afFordable housing
and housing choices to meet the needs of a full range of household types and
income leveis.
5. The subdivision preserves and incorporates the site's important existing
natural features, wherever possible. 'The e�sting buildings and commons
gazden azea aze desigied to relate nicely to the bluff line and to take advantage of
the views from the top of the bluff.
6. Ali land intended for building sites can be used safely without endangering
residents by peril from flood, erosion, continuously high water table, severe
soil conditions or other menace. The buildings and the site have been designed
to meet this requirement.

I. STAFF RECOD�IENDATION: Based on required findings 1 through 7 above, staff
recommends approval of the final plat for the Amherst H. VJilder Foundation Rarig
Campus at 508-516 Humbolt Avenue subject to the following conditions:
The rezoning of the northeast corner of proposed Lot 6 from P-1 to RM-2, and
rezoning of the northwest corner of the properly from B-2 to RM-2, necessary to
avoid creating lots with split zoning, be approved by the City Council.
2. The applicant shail file a copy of the Council Resolution approving the plat with

My husband, Tom Lloyd, and I own the Riverview Commercial Club
Building located at 72 Concord, just below the Wilder West campus. Our
property borders the east side of the proposed vacated street, Livingston Street,
with Wilder owning the property on the west side of the vacated street.
We feel supportive towards the Wilder zoning changes and/or any other
changes proposed and would like to have the opportunity to follow through on
our negotiations with Wilder to purchase the surrounding property for parking
for the Riverview Commercial Club Building. As it is now zoned as P1, we would
support it staying so zoned. The 40-Acre Study of 1992, signed on by the City of
St. Paul, Wilder and various community organizations, also supports this as
parking designated specificaily for the Riverview Commercial Club Building.
We would like to see the Riverview Commercial Club Building fully
developed. Parking for the building is an integral part of the development
package.
i want to reiterate that we support the proposed zoning changes, with our
interest in the vacated street on the west side and the adjoining proposed lot 7
on the east side to be used as parking for the Riverview Commercial Club
Building.

adjacent parcel. T'his vacant land is the best candidate for such parking. Rezoning the
site to P-1 at this time will help market the building to prospective users and will
preserve the adjacent land for off-street parking. A site plan for the parking lot is
provided in Figure 1.

Dear Ms. Anderson:
Bolton & Menk, Inc., has submitted an application for preliminary and final plat approval for subdivision
of the property at 508-516 Humbolt Avenue into seven lots. The plat creates separate lots for the nursing
home buildings that are now owned by HealthEast, for the independent senior housing buildings stiil
owned by Wilder, and for a parcel below the bluff along Concord Street that will remain zoned P-1 for
parking to serve an adjacent building along Concord. Attached aze the staff report and the preliminary
and final piat for your consideration. This application meets all subdivision requirements and staff
recommends approval of the preliminary and final plat.

E. ZONING CODE CITATION: Section 67301 states that platting is required when a
subdivision creates five or more lots. Section 67.406 gives criteria for the review of
� subdivision appiications. These criteria aze covered below in the findings section of this
staff report.
F. HISTORYlDISCUSSION: On January I, I999, Wilder Foundation transferred �
ownership of its nursing homes to HealthEast. The proposed ptat of the Rarig Cazngus
delineaYes separate lots for the nursing home buildings now owned by HealthEast and for
the independent senior housing buitdings that aze still awned by Wilder.
G. DISTRICT COiJNCII. RECOMD'IENDATION: None received.
H. T2EQUIRED FINDINGS:
1. All the applicable provisions of the Legislative Code are being complied with.
T'he Declararion of Easements, Covenants and Restrictions wluch will be filled in
the offce of the Ramsey Covnry Recorder atong with the final plat have been
reviewed and approved by the Departrnent of Public Works. A petition has been
submitted for vacation of three little street and alley segments that were not
vacated when the Rairg Campus was built, and vacarion of these segmenYs is in
process. The appiicant has also submitted a petition to rezone the northeast
comer of proposed Lot 6 fron P-1 to RM-2, and to rewne the northwest comer of
their property from B-2 to RM-2 to avoid crearing lots with split zoning.
The proposed subdivision wilt not 6e detrimental to the present and potential
surrounding land uses. The buildings will conrinue to be used for independent
senior housing, a nursing home and caze center, which is what they were designed
for. There is no significant change in neighborhood impact from past uses of the �
property.
The area surrounding the subdivision can be planned and developed in
coordination and compaYibility wiYh the proposed subdivisioa. The area
surrounding the Rarig Campus is fully developed and is compatible with the
campus. Proposed Lot 7 below the bluff along Concord Street will remain zoned
P-1 for pazking to serve an adjacent building along Concord.
4. The subdivision is in conformance with the Comprehensive Plan. The
Housing Plan caiis for ensuring availability of a full rauge of affordable housing
and housing choices to meet the needs of a fuil range of household types and
income levels.
5. The subdivision preserves attd incorporates the site's important e�sting
natural features, wherever possible. The existing buildings and commons
gu�den area aze designed to relate nicely to the bluff line and to take advantage of
the views from the top of the bluff.
6. All land intended for building sites can be used safely without endangering
residents by perit from ftood, erosion, coatiauously high water table, severe
soil conditions or oYher menace. The buiidings and the site have been designed �
to meet this requirement.

I. STA.FF RECOD�IlI�NDATION: Based on required findings 1 through 7 above, staff
� recommends approval of the final plat for the Amherst H. Wilder Foundation Rarig
Campus at 508-516 Humbolt Avenue subject to the following condiYions:
The rewning of the r�ortheast comer of proposed Lot 6 from P-1 to RM-2, and
rezoning of the northwest comer of the property from B-2 to RM-2, necessary to
avoid creating lots with split zoning, be approved by fhe City Council.
2. The appiicant shali file a copy of the Council Resolution approving the plat with
the Razusey County Recorder's Office.
3. The applicant shall file a copy of the Declazation of Easements, Covenants and
Restrictions required by the City for access, pazking and ufilities along with the
fmai plat.

turn over responsibility for the nursing homes to HealthEast. HealthEast is
a Saint Paul-based, nonprofit organization ihat focuses exctusivet� on
heatth caze. '
For more than 90 years, the Foundateon has been helping people aQe with
dignity. Serving oIder adults is an essential part of the Foundation`s
mission, and ihai is not going to chan�e.
The foltowing aze just some of the services which the Foundaiion
continues to provide to otder adults: Senior Housing, Adult Day Health,
Assisted Living, and the Living at Home / Block Nurse Program. Ia the

recommends approval of the final plat for the Amherst H. Wilder Foundation Rarig
Campus at 508-516 Humbolt Avenue subject to the following conditions:
The rezoning of the northeast comer of proposed Lot 6 from P-1 to RM-2, and
rezoning of the northwest corner of the property from B-2 to RM-2, necessary to
avoid czeating lots with split zoning, be approved by the City Council.
2. The applicant shall file a copy of the Council Resolution approving the glat with
the Ramsey County Recorder's Offi�e.
3. The applicant shaii file a copy of the Declazation of Easements, Covenants and
Restrictions required by the City for access, parking and utilities along with the
final plat.

On January 1, the Wilder Foundation transferred o�vnership of its three
nursing homes to HealthEast.

recognized as an innovator in progressive nursing home care. But because
of the changin� nahtre of the health care industry, we realized that nursing
homes must be part of a lazger system of heatth care ta succeed. �Ve
determined it �vas in the best interest of the residenu and the coinmunity to
turn over responsibility for the nu�sins homes to HealthEast. HealthEasF is
a Sairit Paul-based, nonprofit organization that focuses exclusivel}• on
health care.
For more than 90 years, the Foundation has been helpin� people age with
digniry. Serving older adults is an essential pan of the Foundation's
mission, and that is not goin� to chan�e.
The following are just some of the services which the Foundation
continves to provide to older adults: Senior Housing, Aduit Day Health,
Assisted Living, and the Living at Home / Block Nurse Program. In the
months and years to come, Wiider will continue to evaluate ho�v it can
best serve otder adults and will implement additional programs.

PARCEL SIZE: 664,048 sq. feet / 15.24 acres
EXISTING LAND USE: Independent senior housing in three buildings and nursing
home / caze center in two buildings.
SURROUNDING LAND USE:
North: Commercial and hockey azena in a B-3 zone.
East: Commercial in a B-2 zone.
South: Library and SF/duplex housing in an RT-1 zone.
West: Commercial, school and SF/duplex housing in an RT-1 zone.
E. ZONING CODE CITATION: Section 67301 states that platting is required when a
subdivision creates five or more lots. Section 67.406 gives criteria for the review of
subdivision applications. These criteria are covered below under "Required Findings."
F. ffiSTORY/DISCUSSION: On January 1, 1999, Wilder Foundation transfesed
ownership of its nursing homes to HealthEast. The proposed plat of the Rarig Campus
delineates separate lots for the nursing home buildings now owned by HealthEast and for
the independent senior housing buildings that aze still owned by Wilder.
G. DISTRICT COiJNCIL RECONIlVIENDATION: None received.
H. REQUIl2ED �'INDINGS:
1. All the applicable provisions of the Legislative Code are being complied with.
The Declaration of Easements, Covenants and Restrictions which will be filled in
the office of the Ramsey County Recorder along with the final plat have been
reviewed and approved by the Department of Public Works. A perition has been
submitted for vacation of three little street and alley segments that were not
vacated when the Rairg Campus was built, and vacation of these segments is in
process. The applicant has also submitted a petition to rezone the northeast
comer of proposed Lot 6 fron P-1 to RM-2, and to rezone the northwest corner of
theu property from B-2 to RM-2 to avoid creating lots with split zoning.
2. The proposed subdivision will not be detrimental to the present and potential
surrounding land uses. The buildings will continue to be used for independent
seniar housing, a nursing home and caze center, which is what they were designed
for. There is no significant change in neighborhood 'unpact from past uses of the
property.
3. The area surrounding the subdivision can be ptanned and developed in
coordination and compatibility with the proposed subdivision. The azea
surrounding the Rarig Campus is fully developed and is compatible with the
campus. Proposed Lot 7 below the bluff along Concord Street will remain zoned
P-1 for pazking to serve an adjacent building along Concord,
4. The subdivision is in conformance with the Comprehensive Plan. The
Housing Plan calls for ensuring availability of a full range of afFordable housing
and housing choices to meet the needs of a full range of household types and
income leveis.
5. The subdivision preserves and incorporates the site's important existing
natural features, wherever possible. 'The e�sting buildings and commons
gazden azea aze desigied to relate nicely to the bluff line and to take advantage of
the views from the top of the bluff.
6. Ali land intended for building sites can be used safely without endangering
residents by peril from flood, erosion, continuously high water table, severe
soil conditions or other menace. The buildings and the site have been designed
to meet this requirement.

I. STAFF RECOD�IENDATION: Based on required findings 1 through 7 above, staff
recommends approval of the final plat for the Amherst H. VJilder Foundation Rarig
Campus at 508-516 Humbolt Avenue subject to the following conditions:
The rezoning of the northeast corner of proposed Lot 6 from P-1 to RM-2, and
rezoning of the northwest corner of the properly from B-2 to RM-2, necessary to
avoid creating lots with split zoning, be approved by the City Council.
2. The applicant shail file a copy of the Council Resolution approving the plat with
the Ramsey Counry Recorder's Office.
The applicant shall file a copy of the Declazation of Easements, Covenants and
Restricfions required by the City for access, pazking and utilifies along with the
fmal plat.
4. City Council approval of vacation of the following:
All that part of Livingston Avenue lying between the south line of
Congress Street and a line pazallel with and 175 feet north of the north line
of vacated Winifred Street; also
All that part of Livingston Avenue lying south of a line parallel with, and
131.5 feet north of, the north line of George Street within the proposed
plat; also
All that part of the east-west alley as platted in Vollmer's Rearrangement,
lying beriveen the west line of Robert Street and the east line of Livingston
Avenue.

My husband, Tom Lloyd, and I own the Riverview Commercial Club
Building located at 72 Concord, just below the Wilder West campus. Our
property borders the east side of the proposed vacated street, Livingston Street,
with Wilder owning the property on the west side of the vacated street.
We feel supportive towards the Wilder zoning changes and/or any other
changes proposed and would like to have the opportunity to follow through on
our negotiations with Wilder to purchase the surrounding property for parking
for the Riverview Commercial Club Building. As it is now zoned as P1, we would
support it staying so zoned. The 40-Acre Study of 1992, signed on by the City of
St. Paul, Wilder and various community organizations, also supports this as
parking designated specificaily for the Riverview Commercial Club Building.
We would like to see the Riverview Commercial Club Building fully
developed. Parking for the building is an integral part of the development
package.
i want to reiterate that we support the proposed zoning changes, with our
interest in the vacated street on the west side and the adjoining proposed lot 7
on the east side to be used as parking for the Riverview Commercial Club
Building.

Club parcel, required off-sueet parking for the building will have to be provided on an
adjacent parcel. T'his vacant land is the best candidate for such parking. Rezoning the
site to P-1 at this time will help market the building to prospective users and will
preserve the adjacent land for off-street parking. A site plan for the parking lot is
provided in Figure 1.
