F� NO. � �D�� Co ncil s lution �d = J Presented B Referred To Committee: te � `� �� Out of Committee By te WHER��AS, �aint Paul has one of t e ighest combined Co ty, School District, and City property tax mill ra s f any city in the etropolitan area; and WHEREP�S, Saint Paul's high pro rt tax mill rate enc rages residents to leave the City for surrounding subur s ith lower tax rate and creates a disincentive for businesses to locate o e pand in Saint Paul and WHEREAS, this negative trend, i 1 ft unchecked, will ause 'a general decline in Saint Paul's residential an c ercial property t x base, thus causing mill rates to be set even high produce the reven es necessary for City operations; and WHEREAS, the City is currently an icipating that it 11 receive $51,750,000 in Local Government Aid ( A) in 1990 from the M' nesota Legislature; and WEI�REAS, the Saint Paul City u il took major step in 1988 toward addressing these problems by reducing th City's property ta levy by 6.2%; NOW, T�iEREFORE, BE IT RESOLUED, that the Saint Paul Ci y Council hereby d lares a budget goal which will, at a minimum, "freez " he City property t levy at its current 1989 level when adopting the it 's 1990 Budget; , BE IT FUR'THER RESOLVED, that the Saint Pau Ci y Council hereby f ther declares its goal of working with the County and h 1 District to remo e Saint Paul from among the cities with the top five h'gh st property tax mil rates in the metropolitan area by 1993.
