OVERVIEW OF PROJECT The Department of Fire an S fety Services c��f the City of Saint Paul is seeking proposals o qualified firm�� for long range fire and safety planning servic s. The overall gd�l of the project is to develop a comprehensive a ter plan that will take the City into the year 2000. It is envi i _ed .that the pro�ect will accom?�lish the following: -evaluate the fire an s fety services n�'�eds of Saint Paul residents now and ove he next ten years; -evaluate existing fi e nd safety serv�;Ces resources and operations; -and, based on these va uations, develop a ten-year plan for meeting these needs h t includes reco�ymended services, staffing, policies a d procedures, fac�;lities and equipment, organizat 'o al structure, lerr`els of funding, and recommended appr a h for making ch�inges now and in thE future. � This proj ect is being ini ia ed at this time ��argely because of the significant changes that a e occurred sinc� the last fire master plan was developed in 197 . At that time th-� emphasis of the plan was on fire protection a d he kinds of facilities and equipment needed to provide fire r ection� serVices. However, the last fifteen years have brou h with them dev�lopments such as the implementation of a burn ' g ban within Saint Paul city limits, the development of paramedic se ices, and a camprehensive inspection program. These have ha major impact on the number of fires handled by Fire staff, oi g from 8989 in 1971 to 7334 in 1987 . However, the total emer n y response runs have gone from 10, 35� in 1971 to 23 , 933 in 198 . In 1988, the service c mp exion� of the �epartment of Fire and Safety Services is very if erent from the pepartment described in the plan of 1971. Tod y staff spend the�.r time providing more paramedic services, a on with handlin� hazardous materials incidents and implement ng programs aimed ;iat preventing fire and safety problems. From the calls I have received at my home, I elieve we should review the 911 system as soon as possible--either at a City Co nc 1 meeting where the Administration is present, or in the appropriate commit ee Specifically, I believe that one of the most important fire services function p rformed by the City is that of the Paramedics Division. The assertion has been made that 911 er onnel have had no training. If this be the case, I shall author a resolutio re uesting immediate �emergency instruction -- � training. Equally, I question stron y ur 911 system not responding to all emergencies in a prompt and efficien f hion. According to the 1989 ongoing progra o 'ectives, one of th,e major objectives is "to respond to medical emergencies a d provide basic andi advanced life support services". If there has been an int rn 1 administrative decision to pick and choose the emergencies we handle, this must be corrected immediately. I believe all Councilmembers will wa t o participate in th�s review and to give strong direction to the Administrati �n. A corresponding resolution shall be drafted for the same. ' � The Fire Study now currently being p rf rmed has also caused me concern, although not as disconcerting as the 911 elem nt I had requested (and it was promised by Gary Trudeau and Kelly Tanzer) that he District Councils t�ave an opportunity to have open meetings to be involved in th process of evaluating fire services. However, I was told by the consultan t at they do not have the time, nor were they informed of the, District Council req es /order. I am in the process of requesting Di tr ct Councils 5, 6, �nd 10 to have a joint meeting where the public may speak o t egarding their concerns and praise of any and all fire services.
