I. OVERVIEW OF PROJECT
The Department of Fire an S fety Services c��f the City of Saint
Paul is seeking proposals o qualified firm�� for long range fire
and safety planning servic s. The overall gd�l of the project is
to develop a comprehensive a ter plan that will take the City into
the year 2000. It is envi i _ed .that the pro�ect will accom?�lish
the following:
-evaluate the fire an s fety services n�'�eds of Saint Paul
residents now and ove he next ten years;
-evaluate existing fi e nd safety serv�;Ces resources and
operations;
-and, based on these va uations, develop a ten-year plan for
meeting these needs h t includes reco�ymended services,
staffing, policies a d procedures, fac�;lities and
equipment, organizat 'o al structure, lerr`els of funding,
and recommended appr a h for making ch�inges now and in thE
future. �
This proj ect is being ini ia ed at this time ��argely because of the
significant changes that a e occurred sinc� the last fire master
plan was developed in 197 . At that time th-� emphasis of the plan
was on fire protection a d he kinds of facilities and equipment
needed to provide fire r ection� serVices. However, the last
fifteen years have brou h with them dev�lopments such as the
implementation of a burn ' g ban within Saint Paul city limits, the
development of paramedic se ices, and a camprehensive inspection
program. These have ha major impact on the number of fires
handled by Fire staff, oi g from 8989 in 1971 to 7334 in 1987 .
However, the total emer n y response runs have gone from 10, 35�
in 1971 to 23 , 933 in 198 .
In 1988, the service c mp exion� of the �epartment of Fire and
Safety Services is very if erent from the pepartment described in
the plan of 1971. Tod y staff spend the�.r time providing more
paramedic services, a on with handlin� hazardous materials
incidents and implement ng programs aimed ;iat preventing fire and
safety problems. For al f these reasons�;' the City of Saint Paul
needs a new master plan t at addresses th�' evolution in fire and
safety services today a d ver the next te�h years.

The City is looking f r creative propo�als and approaches to
developing a comprehens 'v fire and safet,� services master plan.
Proposers are .asked to i entify . anticipa'�ed project activities,
timelines, and work pro u ts in sufficien�r' detail that evaluation

The City recognizes that th scope of this undertaking is broad,
and that any ona consult n may not possess all of the required
expertise needed to perf all of the needed services. The City
will therefore, consider r posals that invalve subcontractors and
will accept joint proposa s. However, in in$tances where more than
one vendor is proposed, he City requires that a prime contractor
be designated. It i the City' s expectation that final
accountability for the p oject will re�ide with the prime
contractor. If more tha ne vendor is pr�pposed, proposals must
state clearly the roles n responsibiliti�s of each and provide
evidence that the parti s can carry the ��project through to a

The following information, w ile not exhaustl�ve, is relevant to
firms or individuals respo di g to this RFP. '�
Saint Paul is located in R ms y County and is '�the capital city for
the State of Minnesota. e city is made up,'; of fifty-six square
miles, of which thirty pe c t is industria�� and two percent is
commercial land use. Acc rd'ng to 1980 cens�s data, Saint Paul ' s
population is 270, 230 and r wing older, witY� thirty-five percent
of the population being be w en 20 and 39 ye�;rs of age.
Saint Paul ' s housing stoc t talled 114, 640 units in 1984 . With
the rate of growth in the 98 's being 749 units per year, one-half
of the city' s housing s c was built �bef�ore 1940. Another
twenty-five percent of th h using was built �between 1940 and
1960. Of the 4, 000 units bu' lt between 1980��and 1984 , 83 percent
of the homes were multipl d elling units. An external observable
survey conducted in 1981 b staff of the ,'� City' s Planning and
Economic Development Dep r ent showed tha� 69 percent of all
housing units were in so n conditioi;, 26 ;�ercent of the units
needed minor repairs, and j st 6 percent ne��ed major repairs.
A total of 129,705 Saint Pa 1 residents wer,� in employed in 1980
according to US. Census d t . Twenty-five p!ercent of that number
were employed in manufact r' g, 21 percent ir� trade, 16 percent in
government, 6 percent in fi ance, insurance and real estate; 14
percent in transportation c mmunications, and construction. There
were a total of 7, 154 u inesses located�. in Saint Paul, with
economic activity up 36 er ent between 1971. and 1982 .
The City of Saint Paul is a charter city of the first class and is
independent of. (not cons l 'dated, with) eit�,'er the county (Ramsey
County) government or t a of the Indepe��dent School District
(Number 625) . The city g v nment workforce�was at 3, 461 full time
equivalent (FTE) employe s in 1988. ;
Since 1972, when the cha t r was amended by a vote of the people,
the form of government s been "strong mayor" to head the
Executive branch, with he seven City Council members acting as
the Legislative body. T e ayor no longer sits as a member of the
Council, which, since 19 2 has been elected by ward.

Saint Paul Department of Fi e and Safety Services
The Saint Paul Fire Dep t ent has been consistently given high
marks by City residents n olls �aken� by the City and the media
over the years. In 1988 ere were a total of 480 employees in
the Department, most of w om are represe�ted by a strong and
respected Union (Local 21 International Association of Fire
Fighters) . The 1988 ad pt d General Fund operations budget is
$19, 536, 065, with an addi i nal. $ 5, 200, 000 �udgeted for pensions.

The Department is curren ly operating fron�l�-line equipment in 16
stations. The oldest s t on, I�O. 10, wa�'', built in 1887 . The
newest station, No. 14, as built in 1982 . '' The Fire Department

Training Services, Fire P evention, Arson Investigation, Fire

The Department provides a ra ge of services to City residents, with
the same station staff r sp nding to both medical and fire
emergencies. In 1987, the Sa nt Paul Fire Department was dispatched
to 23 , 933 runs, of which 16, 9 were for medical services and 7334
for fire runs. The average es onse time for both fire and medical
in 1987 was three minutes n thirty seconds�� The longest run
averages ten minutes.

Recently news reports ou lined some possible shortcomings of
the 911 system in St . Paul . O e of the primary issues raised by
the reports was whether or ot emergency medical services should
have responded to certain 9 1 alls for assistance .
The reports centered ro nd the failure of paramedic
personnel to respond to a f w isolated incidents . They went on to
reveal that a small percent g of 911 calls a�e diverted to
private ambulance services f er an initial screening by the fire
dispatcher .
As a part of your adm n strative managem�ent and inspection
responsibilities, you order d a study of the 911 system to be
conducted and presented to th City Council oj� May 23, 1989 . From
my personal perspective as a olice lieutenanl� I would like to
offer some additional sugg st ons to improve ,�he 911 system.
1 . The emergency re po ses of the Polii�e Department and the
Fire Department could be b tt r coordinated . �� Frequently, fire
personnel are dispatched t life threatening ;�ituations without
the timely notification of p lice officers wrib are on patrol in
the immediate vicinity. O f cers in mobile �jquad cars have the
potential for responding i wo to three minu�ltes less time than
the paramedic personnel . h s is possible b�jcause the police
officers are both mobile d generally in clb'ser proximity than
fire stations .
The police and fire de artments should"adopt and follow a
policy which requires tha p lice officers b,� informed immediately
of any life threatening c 11 to which the fi�e department is being
summoned .
2 . While it may no practical to dispatch a full
paramedic response team t very call without some screening,
there is in fact a logica lternative that has not been
adequately discussed .
Calls which the fir ispat�her feels may not require an
emergency response by th p ramedic or ambulance units should be
immediately referred to he police dispatcher who would dispatch a
police officer to the sc ne to make an on site evaluation of the
emergency status .

As you know, WCCO's "I" Team has been in estigating Saint P�ul's 911 system. From
the calls I have received at my home, I elieve we should review the 911 system as
soon as possible--either at a City Co nc 1 meeting where the Administration is
present, or in the appropriate commit ee Specifically, I believe that one of the
most important fire services function p rformed by the City is that of the
Paramedics Division.
The assertion has been made that 911 er onnel have had no training. If this be
the case, I shall author a resolutio re uesting immediate �emergency instruction
-- � training. Equally, I question stron y ur 911 system not responding to all
emergencies in a prompt and efficien f hion.
According to the 1989 ongoing progra o 'ectives, one of th,e major objectives is
"to respond to medical emergencies a d provide basic andi advanced life support
services". If there has been an int rn 1 administrative decision to pick and choose
the emergencies we handle, this must be corrected immediately.
I believe all Councilmembers will wa t o participate in th�s review and to give
strong direction to the Administrati �n. A corresponding resolution shall be drafted
for the same. '

The Fire Study now currently being p rf rmed has also caused me concern, although
not as disconcerting as the 911 elem nt I had requested (and it was promised by
Gary Trudeau and Kelly Tanzer) that he District Councils t�ave an opportunity to
have open meetings to be involved in th process of evaluating fire services.
However, I was told by the consultan t at they do not have the time, nor were they
informed of the, District Council req es /order.
I am in the process of requesting Di tr ct Councils 5, 6, �nd 10 to have a joint
meeting where the public may speak o t egarding their concerns and praise of any
and all fire services.
Although I am linking these two iss s 'n this memorandum, I believe they are separate
issues and should be handled in an p itious manner. Thank you very much . . .
