Here are some highlights of this f e roposal in addition to the establishment of environmental review fees. 1. The zoning fees will increase it revenue by about $40,000 per year to a new total of $100,000 per year. E timating revenue from the environmental review fees is difficult becaus a plications are sporadic, but the base fee for major environmental app ic tions will be $1000. 2. The attached fee prop sa contains the following significant changes: 1. Environmental review fees are be ng established. PED has followed a policy of requiring applicant t pay consultant costs for environmental review work, but has not prev ou ly charged for City staff time. 2. There are large increases for a w types of zoning cases (site plan review, special condition use, d termination of similar use, and lot splits) where our current fee a really bargain rates in terms of the staff time they take and in c p ison to other municipalities. 3. A few new zoning fees are est li hed for administrative activities which have previously been free (o rs ip list for petitions, sign district review, and zoning certificati n etters) . 4. The rest of the zoning fees ar b ing increased by about 20-25 percent, which is reasonable given that th y have not been increased since 1986. S. The new City Council resolutiol c nsolidates zoning fees into one resolution whereas they are cu re tly found in three separate resolutions. 6. The new City Council resolutio c ntains a penalty fee of up to $200 for certain types of applications ad after construction has already started. Under the new zoning fees (not coun in the environmental fees) , the City's revenue will increase from approxim te y $60,000 a year to $100,000. This is a 66 percent increase. Nearly half 'of this increase in revenue comes from just one type of zoning case, site la review. It is by far our most common type of application and we have bee c arging a base fee of only $65 for commercial and multifamily applicat on . The proposed base fee is $200. Some of the other high-fee communities are Minneapolis, Edina, Fridley, r ville, and Richfield. With the proposed fee schedule, Saint Paul will cle 1 be in the top ten. Although the proposed fees contai si nificant increases, they still will cover only 44� o£ PED's costs for on ng casework. The cost of doing zoning cases is, in effect, divided betwe n he applicants and the city at large, which receives the benefit of zoni g egulations. We can't break out costs for individual types of zoning cas s, but obviously cases that become controversial, with layovers and r qu sts for more information, become very costly. Fees should be high enoug t deter "speculative" applications, but not so high as to encourage evasio o zoning procedures.
