BE IT RESOLVED, that th Saint Paul City Council create
an advisory committee to e known as the "Citizens ' Advisory
Committee on Cii.y Council ol s and Functions" for the purpose
of examining:
1 ) The merits of a par - 'me versus a full-time City
Council ; the struct re a part-time Council should
take, and what chan es would be necessary to
implement a part-ti e ouncil , if deemed advisable;
2) Salary level for Ci y ouncilmembers;

'` 3) Advisability of inc ea ing Council size and/or
adding at-large mem er ;
4) The role of the Cit C uncil and its relationship
to city administrat on; and
5) Other Charter revis on which might improve Council
effectiveness.
BE IT FURTHER RESOLVED hat said advisory committee shall
consist of fifteen (15) m b rs to be appoinzed by the Mayor
and approved by the City C u cil through the open appointments
process, and shall include r presentatives from the following
constituencies :
