All plans for parking lots shall be referred by the i sp ctor to the planning division of the department of planning and economic development for "site plan" review and app ov 1 prior to the issuance of any license. The plans will b r viewed for compliance with Sections 417 .07 and 62 . 104 of the Saint Paul Legislative Code as well as any other pp icable City standards. For parking lots which consist of a building, a sketch or plan showing the location and t pe of all television cameras and monitors and a separate wr tt n description as to the number of uniformed security pers nn 1 per shift who shall be employed or retained for s rv illance provided for in this chapter shall be submitted as part of the site plan review process. Safety requiremen s. The operator of parking lots shall maintain each lot in ondition so as not to constitute a hazard to its a rons or the motor vehicles parked therein, and shall a s comply with the following requirements: ( 1 ) All open lots shall be 1 t so that all spaces may be observed from the a j ining public streets, alleys or walkways or, i the open lot is one that is not observable from a joining public streets, alleys or walkways, it s all comply with the licensing and safety r q irements for enclosed parking lots applicabl o that particular open lot. � . . � � � � ��i , , , . , , (2�) On and after January 1 1 90, the lighting in every part of all encl se parking lots or buildings in which att nd nts do not park all vehicles shall be a ma nt ined to the standards contained in Horizonta I lumininances for Parking Facilities, as adopted by the Illuminating Engineering Society Ha db ok, 1987 Edition, which is incorporated herein by reference. The license holder shall provide e id nce that lighting requirements have been e . Interior walls shall be of a light color. T e license division may grant an extension for o pliance to this provision to any parkin ot or building for the minimum period required t complete renovations for any parking lot or uilding which began planning renovations pr 'o to July 1 , 1989 but 5 . . . (��� ��r could not complete tho e renovations which include new lighting by Januar 1 , 1990. ( 3-�) All access ( including 11 means of ingress and egress) to enclosed pa ki g lots or buildings shall be through secur d ntrances during all hours of operation. S ch access may be secured by alarm and/or lock and ey or monitored closed circuit TV, or verifia le uniformed security patrols at a minimum o a least once every hour. On all areas that are ot enclosed and are less than fifteen ( 15 ) feet in vertical distance above any street adjacent to h parking facility there shall be a fencing materi 1 or decorative iron work placed over the op n area to prevent entry. (4�) All enclosed parking lo s or buildings in which attendants do not park 11 of the vehicles shall be in compliance with t e Minnesota State Fire Code and Building Code e ulations, and in particular fire suppres i n equipment and emergency alarms/phones which may be located by a warning system in all le ators. Within six months of the effective da e of this ordinance and thereafter, all parking fa ilities shall have an emergency voice activat d r push button activated system located on all ar ing levels, or panic buzzers/alarms zoned to a entral station which is 6 � � 7�i staffed at all times, r comparable equipment. Such equipment will be s rategically located, visibly marked and acc s ible to the handicapped. (5�) All enclosed parking 1 t or buildings exceeding three (3) parking leve s shall provide escort service for all custom r who request such service. (6-'�) Escort service shall b ailable on an as os ed basis by an employee readily identifiable a a representative of the parking lot. Where a ec rity guard system is employed, the security gu rd may provide the required escort servic s. ( 7-�) All enclosed parking 1 ts or buildings which provide escort service sh 11 post a sign at all entrances clearly defi in the service and advise as to when escort service are available. All signs shall be in the ha e of a rectangle and be posted in a conspicuou 1 cation. All signs shall be made of a durable su s ance to avoid allowing vandalism and weather c n itions to destroy the message offered by the i n. ($-'3) All other signs shall b n the shape of a rectangle and be posted i a conspicuous location . Other signs may be post d in conjunction with or separately from escort i ns. 7 . . ��� r�� (9�6) All parking lots sh 11 be maintained in a clean and sanitar m nner, including the removal of all a rdous and non- hazardous obstacles o as to avoid the appearance of clutt r. ( 10�) The proper mainten c of a parking lot is essential to se r ty. Therefore management shall b r sponsible for checking for aband ne vehicles, or the storage of items s ch as off season machine equipment, c struction material , crates o ther material , and removal of these m t rials. Advisory Committe . here is hereby established a Parking Facility Advisory C mm 'ttee consisting of seven members who shall be appoin ed by the Mayor and approved by the City Council . Members h 11 serve for a term of three years and shall consist of e resentatives from the Department of Fire and Safe y Services, the Police Department, Building and In p ction and Design Division, Division of License and Pe i Administration, an owner/operator of a parkin f cility, a consumer, and a member of the insurance in us ry. The Committee shall elect 8 . . � � �� 7�� a chair person from its me e ship. Committee members shall not receive compensation fo erving on the Committee. The Committee shall , in additio 0 other functions imposed by this Chapter, advise the Ma o and Council on matters relating to the use of park 'n facilities including but not limited to lighting , painti g, maintenance, security operations and signage. Th ommittee shall submit to the Mayor and Council an annual r ort, which report shall include compliance with the terms of this ordinance and any recommendations for changes to the ordinance. The Committee shall conduct policy discus io s at public meetings, and notify interested parties a t the time and place of all meetings.
