Fu ded through a 1987 state initiative and matched by City resuurces (CDBG) the pro r aims to ensure a strong and improving future � for those neighborhoods that are o t distressed by physical deterioration snd lack of economic opportunity. The City Council did approve on S pt mber 23, 1987, by Resolution 87-1395, guidelines for implementation of he City of Saint Paul URAP. The Capital Improvement Budget Committee, Pla ni g Gommission, affected neighborhood District Councils, neighborhood non-profit or anizations and other various City stsff participated in the review proces o URAP proposal submissions in accordance with approved guidelines. The City Council did approve on Mlrc 17, 1988 by Resolution 88-387, certain activities and financing under th N rth End Partnership URAP proposal which included acquisition, constructio o new housing for low/moderate income families and rehabilitation. Prior to app ov'ng these activities a Public Hearing kas held on February 25, 1988 to allow the u lic to comment on these proposed UR.AP activities. . . � CLTRFtEA'T STATUS The North End URAP proposal has concentrated proposed acquisition in an a:es bounded by Lyton Place on the North, Sylvan on the East, Rice Street on the West snd Acker on the South. In the initial proposal, acquisition of four (4) blocks of housing and industrial uses were indicated. It was also noted that funding for the two year cycle was needed to complete this undertaking. It was determined by the neighborhood and PED staff that the initial acquisition for the new housing site should be the south half of the block bounded by Sycamore, Sylvan, Park and Lyton Streets , and as the existing budget may permit, continue with acquisition up Park Street and down Lyton Street to Sylvan. With the recent City Council approval of Phase II URAP cycle (Februry 23, 1989) , North End will be able to complete total acquisition of this block. RECOMMENDATION Staff is requesting suthorization to proceed with the acquisition of properties in the North End Partnership URAP Area, (north of Sycamore) North End District 6, only subsequent to a public hearing being held by City Council.
