The meeting was called to order at 10:32 a.m.
STAFF PRESENT: Corinne Martens, License, Inspections, Environmental Protection (LIEP);
Cluistine Rozek, LIEP
Gerry Stratlunan stated this hearing is being held to hear objections to the issuance of a gambling
hall license to the Galles Corporation, DBA Galles Liquors, 1325 Randolph Avenue.
Corinne Martens explained the business has met the requirements for fire inspection, licenses,
and zoning inspection. LIEP's recommendation is for approval of the licenses.
Mr. Stathman asked was anyone here to speak in objection to the license application.
(No one appeared'm objection.)
Mr. Strathman read the two letters he received regazding the licenses: John and Hannah Barcus,
1303 Randolph Avenue and 1188 Goodrich Avenue, wrote about the following concerns: the
store has been contributing to the deterioration of the neighborhood, huge trucks tie up the alley
behind the store, the license would fiuther aggravate and demoralize youth and young married
people, gambling is widespread and leads to deeper social problems. Sara Piliow, Macalester-
Crroveland Community Council, wrote the community council does not support the licenses and
there seems to be an unnecessary expansion of chazitable gambling in the neighborhood.
Dan Ga11es, partner, appeared and stated he is a member of the Midway Lions Club. One of their
fundraising strategies is charitable gambling. That is why they have chosen to participate in pull
tabs in an off premise liquor establishxnent. Last yeaz, they raised money to give to various
organizations.
Mr. Strathman asked for a response regarding the letters he received. Mr. Ga11es responded he
was not informed Galles Liquors would be on the Macalester-Groveland Community Council
agenda. There was never an opportunity to attend the meeting. Mr. Galies received a letter from
the community council that the license was discussed and it did not appear they would support it;
however, the community council had not found out it was for pull tabs only. As for the other
letter, there are some neighbors Mr. Galles has consistently had problems with. He does not
want to get into a personal aitack, but these people feel Galles Liquors is responsible far
everything that is wrong in their life.
Mr. Strathman asked were there other businesses similar to this one with gambling hall licenses.
Ms. Rozek responded this is a first; LIEP has never had a pull tab machine in a liquor store.
However, a gambling hall license allows this to happen in the establishment.
