AUTHORIZING APPLICATION FOR THE TAX BASE REVITALIZATION ACCOUNT
VJHEREAS, the City of Saint Paul is a participant in the Livable Communities Act's Housing Incentives
Program for 1999 as determined by the Metropolitan Council, and is therefore eligible to make application for
funds under the Tax Base Revitalization Account; and

5 WHEREAS, the City has identified a clean-up project within the City, located at 720 Payne Avenue (Hamms
6 Building) that meets the Ta�t Base Revitalization account's purposels in the amount of $430,000 and criteria;

VJHEREAS, the City has the insfitutional, managerial and financial capability to ensure adequate project
administration; and
WHEREAS, the City certifies that it will comply with a11 applicable laws and regulations as stated in the
contract agreements; and
WHEREAS, the City Council of Saint Paul, Minnesota agrees to act as legal sponsor for the project contained
in the Tax Base Revitalization grant application to be submitted on November 1, 1999.
BE TT FURTHER RESOLVED, that the Director of the Department of Planning and Economic Development
is hereby authorized to apply to the Metropolitan Councii for this funding on behalf of the City of Saint Paul
and to execute such a¢reements as are necessarv to imnlement the nroiect on behalf of the aroplicant
