1 WHEREAS, the Intemational Sister City Program was initiated by the United States in 1956 to
z establish greater fi and understanding on a person-to-person basis between the people of this
a country and other nations through the medium of direct personal contact; and
a
s WHEREAS, the City of Saint Paul has been culturally and musically enriched by its residents of
s German descent which comprise about thirty percent of the City's population; and.

s WHEREAS, the residents ofthe City ofNuess, Germany have expressed a desire to establish a
9 formal Sister City relationship with the City of Saint Paul, with whom they share significant cultural ties
io and economic connections; and.

12 WHEREAS, the current socio-economic c(imate in Saint Paul, Minnesota and Neuss, Germany
is presents special opportunity for two cities with many similarities to initiate and strengthen educational,
ia cultural and commercial exchanges; and
is
ie WHEREAS, the Saint Paul City Council on Apri128, 1999 approved a resolution for the
i� establishment of the Saint Paul-Neuss Sister City relationship; and
ia
i9 WHEREAS, the Neuss City Council on 7une 2, 1999 approved a resolution for the establishment
zo of the Saint Paui-Neuss Sister City relationship; and

z2 WHEREAS, the resolutions approved by the Saint Paul City Council and the Neuss City Council
zs were forwarded to Sister Cities International for formal establishment and recognition ofthe
2a Saint Paul-Neuss Sister City reiationship; and

ze WHEREAS, a very successful Rheinfest was held in downtown Saint Paul on September 18,
z� 1999—a two-day festival celebrating the cultures of Germany, Austria and Switzerland. It included
za entertainment from more than 20 performing groups, folk, artists, kids activities, a genealogy center on
29 Germanic heritage, authentic German foods and beverages; and

si WHEREAS, officials from the City ofNuess accompanied the thirty-person Fantastic Fare Band
32 that traveled to Saint Paul for Rheinfest; and

34 WHEREAS, Mayor Norm Coleman has received an invitation from Neuss Mayor Iierbert Napp
ss to visit Neuss, Germany to formalize the sister city arrangement and to discuss other azeas of cooperation
36 such as commercial, educational and civic ties, and

a2 WHEREAS, the City of Saint Paul and the Neuss Sister City Committee has organized a
43 trip and visit to the city of 73euss, as well as Brussels, Berlin and Hamburg from November 6 to �� '�� 40
aa November 13, 1999 for three city officials, including Mayor Coleman, and;

46 WHEREAS, the trip would help foster and create educational, cultural and commerciai ties
a� between our cities and countries; and

a9 WHEREAS, the Saint Paul Chamber Foundation is a charitable foundation established for the
so purpose of advancement of educational opporlunities in the Saint Paul marketplace, and would like to
si give a gift of $7,950 to the City of Saint Paul for the purpose of offsetting the costs associated with the
s2 trip, including flight, lodging, meal and incidentals, and;

BE TT RESOLVED, that the Saint Paul City Council hereby accepts the gift from the
Saint Paul Chamber Foundation towards defraying the cost of the Sister Cities trip and appropriates the
gift for that purpose, and
BE TT FINALLY RESOLVED, that the Saint Paul City Council declares the trip a public
purpose whereby the City officials aze allowed to accept the gift to defray costs associated with the trip.
