dischar�es , �isci�lines , �h a ens , otherwise discriminates
against, or penalizes an em lo ee who in good faith; reports a
suspected violation of Stat 1 w or rule ; upon request parti-
cipates in a public bodies i v stigation, hearing or inquiry; or
refuses an order to perform n action the employee objectively
believes violates any state r federal law or regulation and the
employee informs the employe hat the order is being refused for
that reason.

That Section 16B of the C 'vil Service Rules of the City of
Saint Paul be and the same i ereby amended by adding a new
sub-section 16B.22 to read a ollows :
16B CAUSE FOR DISCHA G R�DUCTION OR SUSPENSION
22. Any violation of M'n . Stat. 181 .932 which prohibits
any discharge, disc�l�liize , L r atening, acts of discrimination,
or penalization of an employ e regarding his or her compensation,
terms, conditions , location r privileges of employment because :
(a) the employee , or a p rson acting on behalf of an
employee , in good faith, rep r ed a violation or suspected violation
of any federal or state law r rule to an employer, governmental
body, or law enforcement off cial ;
