2 WIIEREAS, the Saint Paut Police Department receives transaction fees from the pawn shops located in
3 Saint Paut to regulate their pawning aMivity; and

5 WHEREA5, the Saint Paul Po6ce Department pays a portion of the transaction fees received to the
6 City of MinneapoSis for use of Minueapolis' Automated Pawu Syatem database; and
7
8 WHEREA5, the 1999 budget for the Automated Pawn System needs to be incmased to reflect anticipated
9 revenue from pawn shop transaction fees and anticipated fees paid to Minneapolis for use of the
10 Autumated Pawn System; and

12 WHEREA5, The Mayor pursuant to Secrion 10.07.1 oF the Charter of the City of Saint Paul, does certify that
13 there are available for appmpriation funds of $36,782 in eacess oFthose estimated in the 1999 budget; and

15 WI�REAS, The Mayor recommende that the following addition be made to the 1999 budget:

The Saint Police Department receives $1.50 per pawn transaction within Saint Paul and uses ttris revenue to
monitor pawn shop activity. A fee is paid to the City of Minneapolis for use of their automated pawn system
wlrich collects data from pawn shops. The 1999 budget does not include the fees paid to Minneapolis.
