1 R'HEREAS, the City of 5aint Paul has rnnsistently enforced its licensing laws that prolubit the sale of alcoholic
2 beverages to persons under the age of 21 by using stringent presumptive civil penalties assessed against
3 licensed liquor establishmeats who fail to check identification and serve persons under the age of 21; and

5 WHEREAS, the City's procedums for compliance checks involve the nse of underage "decoys" or youthful
6 compliance checkers who attempt to purchase alcoholic beverages without pmpes iden�cafion; and
R'HEREAS, a 1995 Minnesota student survey indicated that 72% of high school seniors reported some use
of alcoholic beverages; and

WHEREAS, there are interested groups and organizations that wish to assist the City's effort to prevent
underage access to alcoholic beverages; and
WHEREAS, the City Council desires to respond to these opportunities that assist the City`s effort to prevent
underage access to alcoholic beverages; and
WHEREAS, Minnesota Join Together, a coalition of over 300 individuals and organizations involved in reducing
underage drinking, has received funding from the Minnesota Department of Human Services to provide grants
to organizations for initiatives to reduce underage drinking.
WI�REAS, the Saint Paul Police Department Vice Unit has been offered a$5,000 grant to assist in perf'orming
compliance checks and estabGsh relationships with Saint Paul colleges to reduce underage alcohol use; and
WHEREAS, The Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, does certify that
there are available far appropriation funds uf $S,OQQ in eacess of those estimated in the 1999 budget; and
WHEREAS, The Mayor recommends that the following addition be made to the 1999 budget:

The Saint Paul Police Department has been awarded a$5,000 grant from Minnesota Join Together to assist in
reducing underage access to alcoholic beverages. Minnesota Join Together is a coalirion of over 300 individuals and
organizaUOns involved in reducing underage drinking. The Saint Paul Police Departruent will receive $5,000 to perform
compliance checks at liquor establishment and to establish relationships with Saint Paul colleges.
The grant has been awazded, but the grant agreement has not been received.
