Reduce interest costs and depend n e on borrowing by using one-time capital grants, thereby g e tly lowering costs in the long-run. * Encourage and fund the t n fer of ownership of privately owned housing to non-profit or n zations to ensure permanent affordability. * Call for local housing p an to meet local situations. * Stop the demolitioa and al of public housing. Fund full operating subsidies and ap tal grants for complete modernization and rehabi it tioa of all public housing.
