WHEREAS, the construction cost for 1999 residential sidewalk reconstruction increased 11.6% over the 1999 assessment
rates; now, therefore, be it
RESOLVED, that in order for the assessment rate to reflect the increased construction costs and benefit to the property
owners, the assessment rate for sireet paving in connection with RSVP is increased 2.6% from $24.85 to $25.50 per
assessable foot for all such RSVP projects approved by Final Order after October 1, 1999, to be constructed in 2000; and
BE IT FURTHER RESOLVED, that the assessment rate for the modified lantern style lighting is increased 2.6% from $4.39
to $4.50 per assessable foot, and the alternative bent straw lighting increased 2.6% from $2.75 to $2.82 per assessable
foot for all such projects approved by Final Order after October 1, 1999, to be constructed in 2000; and
BE IT FINALLY RESOLVED, that the assessment rate for reconstruction of five foot wide and six foot wide sidewalks is
increased 11.6% from $8.65 to $9.65 and from $10.38 to $11.58 respectively per assessable foot for 1, 2, and 3 family
properties for all such projects approved by Final Order after October 1, 1999, to be constructed in 2000.

In 1990, the City Council adopted a resoluaon calling for the assessments for CSSP projects to be adjusted each yeaz according to the previous
yeaz's change in Minneapolis-Saint Paul Urban Consumer Price Index (90-1459). In addirion, in 1992, the City Council adopted a similaz
resoluuon dealing with reconstruction of sidewalks (92-146). In 1995, the City Council adopted a similaz resolution for the Residential Street
Paving Program (95-1127). Except for residendal sidewalk reconstructon, we aze proposing to increase assessment rates for 2000 by 2.6% as
per past practice. However, in the case of residential sidewalk reconstrucuon, the costs for 1999 increased 11.6% over 1999 assessment tates,
thus, a 11.6% increase in assessment rates for 2000 is proposed for residential sidewalks. Information in regazd to sidewalk rates is attached.

SIBEWALK ASSESSMENT RATES
Public Works/City Policy is to assess approJCimately 50% of the cost of residential sidewalk
reconstruction. During the past two yeazs the assessment rates have not kept pace with the
increase in sidewalk construction costs. The recent history of cost and assessment rates for a 5'
wide walk is:

The 1999 rates were increased 131% (however, the attached justification dated October 1, 1998,
documented an increase of 181%.) The full increase wasn't sought as I hoped the large cost
increase in 1998 was an aberration. However, the 1999 rates also increased sia ificantly. Thus
another lazge increase in the assessment rate is needed to keep pace. Note that the proposed
assessment rate for 2000 doesn't yet finance 50% of the estimated cost.

SIBEWALK ASSESSMENT RATES
Public Works/City Policy is to assess approJCimately 50% of the cost of residential sidewalk
reconstruction. During the past two yeazs the assessment rates have not kept pace with the
increase in sidewalk construction costs. The recent history of cost and assessment rates for a 5'
wide walk is:

The 1999 rates were increased 131% (however, the attached justification dated October 1, 1998,
documented an increase of 181%.) The full increase wasn't sought as I hoped the large cost
increase in 1998 was an aberration. However, the 1999 rates also increased sia ificantly. Thus
another lazge increase in the assessment rate is needed to keep pace. Note that the proposed
assessment rate for 2000 doesn't yet finance 50% of the estimated cost.
