PROJECT DESCRIPTION .

Time period: Octobe 1, 1988 to July 31, 1989
Wo r k S umma rv•
The project will consist of an 'n ensive-level history and ar-
chitecture survey of parts of t e Dayton' s Bluff neighborhood in
St. Paul (specifically, the Low r luff and Swede Hollow areas) .
This area contains a concentrat 'on of nineteenth-century residen-
tial properties, including good ex mples of Itanianate, Eastlake,
and Queen Anne Styles, and wel a a concentration of Victorian
commercial buildings and vernac la workers houses. The project
will eva�luate- the results of he survey to determine potential
for local and/or National Regis er designation. The product of
the project will be a report con a ning inventories of properties �
in the areas in question, develo e historic contexts, an evalua-
tion and recommendation as to lo a and/or national significance,
and, if appropriate, nominations t the National Register of His-
toric Places. The City will en er into an agreement with a Con-
tractor who meets the Secretary of the Interior ' s Professional
Qualifications Standards. Pr je t personnel will be under the
supervision of HPC personnel ho meet the �ecretary of the
Interior 's Professional Qualific ti ns Standards. �
Photoctraph Guidelines: The Soci t will furnish the City or its
contractor with black and white 35 mm film to record all inven-
toried and nominated properties. T e first frame on each roll of
black and white film will contai photo of a label identifying
the roll as part of the Saint Qa 1 CLG Survey. As each roll is �
expased, the film should be s bmitted to the State Historic
Preservation Office for developi g. In approximately two weeks,
two contact sheets for each roll wi 1 be returned to the City or
its contractor. The contractor s o ld then cor.►plete a photograph
identification sheet for each ro l nd forward this to the State
Historic Preservation Office. h negatives' will become the
property of the Society and addi i nal copies may be ordered by
the City or its contractor. The oc 'ety will furnish the City or
its contractor with 35 mm color slide film to record all
properties proposed to be nomina e to the National Register of
Historic Places as part of the ro ect. Developing the color
slide film is the responsibility o the City or its contractor.
The City or its contractor will f rnish the Society with a copies
of all color slides with appropri te identification.

1. The� City will inform the S ci ty of the name and qualifica-
tions of the historian or r itectural historian with whom
it has contracted and will pravi e iety with a capy of the contract.
2. The City or its consultant wiil submit a report by October
31, 1988, consisting of a ar ative of work accomplished to
date and tM,e research desig or the proj ect (see "Secretary
of the Interior 's Standards a d Guidelines for Archeology
and Historic Preservation, " F deral Re ister, September 29,
1983, page 44721) .
3. The Gity or its consultant ill schedule a consultation with .
Society staff to discuss t e report and research design to
be held prior to November 1 , 1988. _
4. The� City or its consult n will submit brief written
progress reports to the So i ty on or before December 1,
1898 and January 15, 1989. -
5. The City or its consultan ill schedule a meeting with
Society staff on or before eb uary 28, 1989, to discuss the
draft �inventory forms if th ity develops its own form for
the survey�.
6. The ��City- �or its consultan ill schedule a meeting with .
Socie�ty staff on or before a 31, 1989, to discuss draft
survey report. _
7. The City will submit a na r tive progress report to the
Society on or before the Ju y , 1989.
8. The Society may request oth r ritten progress reports and
on-site reviews of project ro ress. �
Final Products:
The ��Final Products to be submi t d with the Request for Reim-
bursement (see Part III of the ra t Agreement) will be printed
on a letter-quality printer or t pewriter (they should not be
printed on a dot-matrix printer) . hey will consist of :
1. Inventory forms for all s rveyed properties. All forms
will be numbered acco di g to the established State
Historic Preservation 0 fice numbering system (for
Saint Paul the number sy tem is RA-SPC-xxxx) . Each
form will contain a riginal photograph of the
property (using one of th two contact sheets with the
sheet identification nu b r written on the back of each
frame) .
3. Completed National Re is er of Historic Places (DIRHP)
registration form for a y properties proposed for
nomination to the Nati na Register of Historic Places
as a result of the surv y. The nominations should meet
all registration requir ments and includes all required
accompanying documentat on.
4. An annotated copy of th ibliography section of the
NRHP form, if appropriat , incicating the location of
cited items.
