WHEREAS, the Department o Community Services in coordination
with the St. Paul Police De a tment and neighborhood residents has
developed a Parks Security P o ram to address problems of illegal
trash dumping, teenage drinki g parties, drug sales, vandalism, de-
struction of park property and o her forms of park abuse; and
WHEREAS, the objectives f the Parks Security Program include
establishing role and respo s 'bility of the implementing groups,
enforcing rules and maintainin ' rder at all parks, deterring poten-
tial park abusers, increasi g the "eyes and ears" of the Police
Department, providing inform t ' on and educational programs to the
public and developing close w r ing relationships between the Police
Department and Community Servi e ; and
WHEREAS, an effective im 1 mentation program involves developing
working partnerships between p 1 ' ce officers, park rangers, community
residents; and
WHEREAS, stiffer penalti s are urged by District Court judges to
include mandatory sentences o 2 days in jail or 100 hours of
community service involving pa 'k clean-up and maintenance for persons
found in violation of the no d m ing ordinance as a means of deterring
persons from dumping in parks; '' a d
WHEREAS, consideration s being given to expanding the park
rangers program to provide for �p troling all city parks; and, now,
THEREFORE, BE IT RESOLVED hat the St. Paul City Council goes on
record in support of the joint C mmunity Services Division and Police
Department' s Park Security Pro r ; and encourage full implementation
of the program.
