The Council of the City of Saint Paul having ece ed the report of the Mayor upon the above improvement, and
having considered said report,hereby resolves:
1. That the said report and the same is hereb ap roved with no alternatives, and that the estimated cost thereof
is$ 80,000 , financed by Th N ighborhood Partnership Program (NPP)
2. That a public hearing be had on said impro me t on the 18th day of April, 1989 �at
10:00 o'clock a.m., in the Council Chamb s o the City Hall and Court House Building in the City of Saint Paul.
3. That notice of said public hearing be give to e persons and in the manner provided by the Charter,stating the
time and place of hearing,the nature of the imp ovement and the total cost thereof as estimated.

SUBJECT: Assessment District f r oncord Street
The purpose of this memorandum is to request that the Valuations Division
schedule the necessary public hea in s leading to City Council authorization
of an assessment district for Con or Street from approximately 150 feet
northwest of State Street to appr xi ately 50 feet east of State Street. The
West Side Citizens Organization h s een awarded an $80,000 NPP grant for the
project, which is being administe ed by the Concord Street Business
Association (CSBA) . The CSBA has re uested that an assessment district be
created to cover the operating an m intenance cost of the proposed decorative
lighting. .
The project would consist of the ns allation of approximately 14 decorative
lantern lights and streetscape im ro ements. The total capital project cost
is projected to be met by $80,000 in approved NPP funds. Representatives of
the Concord Street Business Assoc at on have met with affected property owners
to explain the lighting and stree sc pe proposal. The majority of property
owners have signed a Waiver of Ri t to Appeal Special Assessment as an
indication of their support for e roject.
The CSBA is currently working wi t e architectural firm of Ellerbe Becket to
. design a streetscape program wit in heir $80�000 NPP budget. I will
facilitate meetings between the B , Ellerbe Becket and the appropriate
Public Works and PED staff durin t planning process.
