Improve MINNEHAHA AVENUE fro hite Bear Avenue to Hazel Street and
from Pedersen Street to McKnight oa by constructing concrete curb and
gutter, concrete driveways, bitumin us avement and storm water
drainage facilities (P-1040); constru tin an ornamental lighting system
between White Bear and McKnight - 814); construct storm sewer
between Pedersen and Howard an re air sanitary sewer between
White Bear and Van Dyke (S-8055); co structing storm and sanitary, and
water service connections if request d y property owner, and doing all
other work necessary and incidental to omplete said project.
INITIATING ACTION
This project was proposed by area r si ents as a continuation of roadway
improvements begun by the State o IMi nesota with a bituminous overlay
in 1983. Additionally in 1987 in conj n ion with a Metropolitan Waste
Control Commission sewer separati n roject, the area from Hazel to
Pedersen has been totally reconstru te to a 36' width. This proposal
would bring the remainder of this ar a i to compliance with that standard.
EXISTING CONDITIONS
Minnehaha Avenue is a 36' wide bit mi ous surfaced street with parking
on both sides. The existing average da ly traffic on Minnehaha Avenue
between White Bear Avenue and Ru h treet is 9,600 and between Ruth and
McKnight is 9,025. Curbing was con tr cted in 1927 and exists in a highly
deteriorated state. The existing bitu in us surfacing is in good condition
but the concrete base is deteriorated isting driveways are a mixture of
concrete, asphalt and gravel constru tio and generally in fair to poor

presents three different conditions. Fr m White Bear to Hazel, a storm
sewer is now in place but street dr na e continues to empty into the
sanitary sewer, and a portion of the sa itary sewer needs repair. From
Hazel to Pedersen, both a storm an s nitary sewer are in place and
separation is complete. The Peder en to McKnight segment is served by a
combined sewer.
PROPOSEDIMPROVEMENTS
It is proposed to reconstruct the se io of Minnehaha Avenue between
White Bear Avenue and Van Dyke tre t to a 40' width and construct the
sections between Van Dyke and H el and between Pedersen to McKnight to
a 36' width. Concrete curb and gutt r, oncrete driveway aprons, new
drainage structures, and a new bitu in us surfaced roadway will be
constructed. A bent straw type pol or amental lighting system will be
constructed between White Bear an cKnight. A storm sewer will be
constructed from Pedersen to How d. The existing sanitary sewer will
be repaired near White Bear Avenu .
It is also proposed to ban parking o ith south side of Minnehaha between
Van Dyke and McKnight Road. Tw !si e parking would remain between
White Bear Avenue and Van Dyke. i nehaha Avenue is a trunk highway
under jurisdiction of the Minnesota �ep rtment of Transportation. On a
Municipal State Aid route with traffic �o nts similar to Minnehaha, the
required width of the roadway would be 48' with parking on both sides or
38' with parking on one side. Althou h tate Aid standards do not apply to
Minnehaha, they can be used as a uid to determine roadway width and
parking for Minnehaha. Banning of ar ing on one side of the roadway
would widen the travel lanes and im ro e the safety of the roadway.
The purpose of the widening betwe hite Bear and Van Dyke is to
maintain the existing two side parkin . he businesses near the
White Bear and Minnehaha intersec on have limited off street parking and
support the finro side parking. The w de ing will necessitate removal of
14 trees. These are young trees an th majority of the trees will be
transplanted to different areas of the ci . New trees will be planted on
Minnehaha to replace the trees lost ue to the construction. The City
Forester has recommended against he idening because of the loss of
trees. The alternate to the 40' width o Id be 36' width with parking ban
on the south side of the roadway.

An information meeting was held o N vember 21, 1988 to discuss the
width, parking and potential tree los o Minnehaha between White Bear
and Van Dyke. All of the abutting r si nts and businesses were notified.
The people who attended the meeti g greed there was a need for two side
parking and were not opposed to th lo s of trees.
POSITIVE BENEFITS
The proposed sewer work will com �et sanitary/storm water separation
for Minnehaha Avenue from White ea Avenue to McKnight.
Curb and gutter construction will fa 'lit e street drainage, and with new
concrete driveways will greatly impr ,ve roadway aesthetics.
New and improved lighting will impr ve the safety of the neighborhood.
Widening between White Bear and a Dyke and the banning of parking on
the south side of the roadway betw �n an Dyke and McKnight Road will
improve safety to the motoring publi .
ADVERSE EFFECTS
The roadway from White Bear to H el and from Pedersen to McKnight will
be closed to through traffic for sewe , c ncrete and paving work. Dust and
noise in the area will be higher than no mal.
SPECIAL CONSIDERATIONS
This project will be coordinated with R sey County's proposed
reconstruction of McKnight Road b en Conway and 1,200 feet North of
Sitllwater Avenue.
TIME SCHEDULE
This project would begin in the sum e of 1989 and be completed in
October, 1989.
