INITIATING ACTION This project was proposed by area r si ents as a continuation of roadway improvements begun by the State o Mi nesota with a bituminous overfay in 1983. Additionally in 1987 in conj n ion with a Metropolitan Waste Control Commission sewer separati n roject, the area from Hazel to Pedersen has been totally reconstru te to a 36' width. This proposal would bring the remainder of this ar � i to compliance with that standard. EXISTING CONDITIONS Minnehaha Avenue is a 36' wide bit mi ous surfaced street with parking on both sides. The existing average da ly traffic on Minnehaha Avenue between White Bear Avenue and R h treet is 9,600 and between Ruth and McKnight is 9,025. Curbing was co tr cted in 1927 and exists in a highly deteriorated state. The existing bitu in us surfacing is in good condition but the concrete base is deteriorate r xisting driveways are a mixture of concrete, asphalt and gravel constru ti n and generally in fair to poor condition. The existing sewer system � � ' . • �a � .. . , . . . . ,. ��-�q� presents three different conditions. ro White Bear to Hazel, a storm sewer is now in place but street drai a e continues to empty into the sanitary sewer, and a portion of the a itary sewer needs repair. From Hazel to Pedersen, both a storm an s nitary sewer are in place and separation is complete. The Peder n o McKnight segment is served by a combined sewer. PROPOSED IMPROVEMENTS It is proposed to reconstruct the sec ion of Minnehaha Avenue between White Bear Avenue and Van Dyke tre t to a 40' width and construct the sections between Van Dyke and Ha el nd between Pedersen to McKnight to a 36' width. Concrete curb and gutt r, oncrete driveway aprons, new drainage structures, and a new bitu in us surfaced roadway will be - constructed. A bent straw type pole or amental lighting system will be constructed between White Bear an M Knight. A storm sewer will be constructed from Pedersen to Howa � . The existing sanitary sewer will be repaired near White Bear Avenu L It is also proposed to ban parking o ith south side of Minnehaha between Van Dyke and McKnight Road. Tw isi e parking would remain between White Bear Avenue and Van Dyke. i nehaha Avenue is a trunk highway under jurisdiction of the Minnesota p rtment of Transportation. On a Municipal State Aid route with traffic o nts similar to Minnehaha, the required width of the roadway would be 48' with parking on both sides or 38' with parking on one side. Althou h tate Aid standards do not apply to Minnehaha, they can be used as a g id to determine roadway width and parking for Minnehaha. Banning of ar ing on one side of the roadway would widen the travet lanes and im ro e the safety of the roadway. The purpose of the widening betwe hite Bear and Van Dyke is to maintain the existing two side parkin . he businesses near the White Bear and Minnehaha intersec on have limited off street parking and support the two side parking. The w e ing will necessitate removal of 14 trees. These are young trees an th majority of the trees will be transplanted to different areas of the i . New trees will be planted on Minnehaha to replace the trees lost ue to the construction. The City Forester has recommended against e widening because of the loss of trees. The alternate to the 40' width o Id be 36' width with parking ban on the south side of the roadway. . 2 .. . � . . . � � C���--�9� An information meeting was held on o ember 21 , 1988 to discuss the width, parking and potential tree loss pn Minnehaha between Whi#e Bear and Van Dyke. All of the abutting re de ts and businesses were notified. The people who attended the meetin a reed there was a need for two side parking and were not opposed to the os of trees. POSITIVE BENEFITS The proposed sewer work will compl Ite anitary/storm water separation for Minnehaha Avenue from White B 'ar venue to McKnight. Curb and gutter construction will facil �at street drainage, and with new concrete driveways will greatly impro e oadway aesthetics. New and improved lighting will impro e t e safety of the neighborhood. Widening between White Bear and V n yke and the banning of parking on the south side of the roadway betwe h an Dyke and McKnight Road will improve safety to the motoring public ADVERSE EFFECTS The roadway from White Bear to Ha I nd from Pedersen to McKnight will be closed to through traffic for sewer co crete and paving work. Dust and noise in the area will be higher than or al. - SPECIAL CONSIDERATIONS This project will be coordinated with a sey County's proposed reconstruction of McKnight Road be e n Conway and 1 ,200 feet North of Sitllwater Avenue. TIME SCHEDULE This project would begin in the sum r f 1989 and be completed in October, 1989.
