The building is a two-story, wood f� , single family house.
The subject property has been unocc�pi since June 16, 1987. The building has
stood unoccupied for longer than on y r and meets one or more of the
conditions that constitute an aband�n building, as defined in Chapter 45 of
the St. Paul Legislative Code.
On October 6, 1988, the Division ofl lic Health mailed an order to the
owners, interested parties and res ns le parties of this building requiring
that the building be either repair , correcting the attached list of
deficiencies, or demolished on or fo e November 21, 1988. Inasm�ch as the
orders have not been completed to t e atisfaction of the Division and the
continued abandoned condition of th b ilding contributes a blighting influence
and potential hazard to the neighbo , it is the reconrnendation of the
Division that the City Council pass �a esolution ordering the owners,
interested parties and responsible ies to either repair or d�nolish the
building in a timely manner to the t sfaction of the City.
In the event the owners, interestedjpa ies or responsible parties fail to
comply with the Council Resolution, th Division of Public Health should be
authorized to demolish the buildingian assess all costs incurred in the
demolition against the real estate s special assessment to be collected in
the same manner as taxes.

Dear Sir or Madam:
The Division of Public Health s etermined that the above-noted building
is an abandoned building, which Ch pter 45 of the Saint Paul Legislative
Code def ines as:
" any building or portion of b ilding which has stood with an
incomplete exterior shell f r onger than three (3) years or any
building or portion thereof wh'ch has stood unoccupied for longer than
one (1) year and which meet o e or more of the following criteria;
(a) unsecured, or (b) boar ed or lc) having multiple exterior
Housing Code or Building C iolations, or (d) placarded as "Unfit
for Hiunan Habitation" p�zr t to Chapter 34 of the Saint Paul
Legislative Code."
The ordinance further states t t n abandoned building is a nuisance and
it may be ordered torn down by e City.
NOTE: If you do not want to hav t e City begin action to have the
building torn down, then the at c ed list of deficiencies must be
repaired or you ma�st tear the ''1 ing down on or before November 21,
1988.
Any repair or demolition must c mpleted in accordance with all
. applicable laws. �
If the work is not completed orjif you have not torr� the building down by
the above date, the Division of lic Health will refer this matter to
the City Council to receive aut or ty to tear down the building and charge
all costs incurred in wrecking he building against the real estate as a
special assessment to be collec ed in the same manner as taxes. The City
Council will schedule a public ea ing to consider if the building should
be torn down. If a public heari g omes necessary, you will be notified

evidence to the City Council. A c - of this order will be kept on file in
the City Clerk`s Office and a res lu ion declaring this property to be a
nuisance shall be on file in the ey County Recorder's Office.
Cor.ipliance with the attached list of deficiencies will remove your
building from the list of abandon uildings but it does not mean that
the building coMplies with all a li able housing and building codes.
The date for compliance with thes o ders shall not be extended unless you
receive written approval from the 'Di ision of Public Health.

additions to an electrical syst r ire upgrading of the service size to
current National Electrical Code (N E.C. ) requirements. Some pltunbing
