WHEREAS, the Planning Commission ha reviewed the Ayd Mill Road Study:
Phase I Report; and �
WHEREAS, the Phase I Report foun t at the issues that will be faced by the
study area over the next 20 year i no major road changes are made would be
significant enough to warrant fu th r study of alternatives in an EIS; and
WHEREAS, the Task Force recommen ed further study through an EIS; and
WHEREAS, the Planning Commission co curred with this recommendation of further
study through an EIS; and
WHEREAS, the Task Force also rec mm nded that two actions be taken
immediately, prior to completion '�of an EIS: reduction of the speed limit on
Ayd Mill Road to 35 mph and inco po ation of a downtown direct connection
between south I-35E and west I-9 i to the construction plans for I-94; and
WHEREAS, the Planning Commission ;fo nd that a reduction of the speed limit on
Ayd Mill Road was not necessary or safety or traffic diversion reasons; and
WHEREAS, the Planning Commission fo nd that, at this time, the most practical
and least expensive downtown con ec ion between south I-35E and west I-94
would be an indirect route that ir cts traffic f rom south of Randolph on
I-35E to west of Snelling on I-9 t rough local streets downtown; and
WHEREAS, the Planning Commission ha forwarded the Phase I Report to the City
Council ; and
NOW, THEREFORE, BE IT RESOLVED, ha the City Council hereby accepts the Ayd
Mill Road Study: Phase I Report; an

BE IT FURTHER RESOLVED, that the Cit C uncil requests that the City
Administration develop a funding str te for and initiate an Environmental
Impact Statement to formally study f rt er alternative road configurations in
the Ayd Mill Road study area, using he hase I Report as a basis for the
scoping report required in the EIS p oce s; and
BE IT FURTHER RESOLVED, that the City Co ncil requests that the issues of
traffic flow, access, environmental i pa ts, open space, design, safety
(including speed) , and further study f 11 alternatives (including a direct
connection between south I-35E and we t -94) be addressed in the EIS process,
in addition to other issues required y aw (e.g. economic impacts) and those
that surface during preparation of th E S; and
BE IT FURTHER RESOLVED, that the City Cou cil provide public notice and hold a
public hearing at the conclusion of th s oping phase regarding what
alternatives will be studied in the dr ft EIS; and
BE IT FURTHER RESOLVED, that the City ou cil requests that the City
Administration increase enforcement of bo h the current 45 mph speed limit on
Ayd Mill Road and the speed limits on ho e streets impacted by traffic
entering and exiting Ayd Mill Road; an
BE IT FINALLY RESOLVED, that the City ou cil requests that the Minnesota
Department of Transportation and the City ublic Works Department immediately
provide appropriate signage for an indi ec connection between south I-35E and
west I-94.

specified that no connection should b Im de between I-35 and the Short Line

BE IT FURTHER RESOLVED, that the Cit C uncil requests that the City
Administration develop a funding str te y for and initiate an Environmental
Impact Statement to formally study f rt er alternative road configurations in
the Ayd Mill Road study area, using Ihe Phase I Report as a basis for the
scoping report required in the EIS p oc ss; and
BE IT FURTHER RESOLVED, that the Cit C uncil requests that the issues of
traffic flow, access, environmental p cts, open space, design and safety
(including speed) be addressed in th E S, in addition to other issues
required by law (e.g. economic impac �) and those that surface during
preparation of the EIS; and

BE IT FURTHER RESOLVED, that the Cit � C ncil requests that the City
Administration increase enforcement � b th the current 45 mph speed limit on
Ayd Mill Road and the speed limits on 'Ith se streets impacted by traffic
entering and exiting Ayd Mill Road; a d
BE IT FINALLY RESOLVED, that the City ';Co ncil requests that the Minnesota
Department of Transportation and the it Public Works Department immediately
provide appropriate signage for an in ir ct connection between south I-35E and
west I-94.

Dear Council President Scheibel anc� m bers of the City Council:
I am pleased to forward to you a cc�py of the Ayd Mill Road Study: Phase I
Report, and the Planning Commissiox�'s report and recommendations on the Phase
I Report. The report is the culmir}at"on of a 9-month process of intensive
citizen participation from neighbor}ho d residents and interested parties in
the study area.
I concur with the Planning Commiss�on's findings and recommendations. My
recommendations to you are as foll�ws:
1. The attached resolution shou d e adopted.
2. An Environmental Impact Stat me t (EIS) should be prepared to study
further the issues and alter at ves related to Ayd Mill Road. In
addition, the Administration sh uld develop a funding strategy for the
study and potential capital mp ovements.
3. A direct downtown connectionlbe ween south I-35E and west I-94 should
not be constructed at this t�me I simply do not believe that motorists
travelling from I-35E to I-9Q► w 11 go so far out of their way to use a
direct downtown connection wl�en Ayd Mill Road is quicker and easier.
4. The Minnesota Department of ra sportation and the City Public Works
Department should provide ap ro riate signage for an indirect connection
between south I-35E and west I- 4 that uses local downtown streets.
5. Speed limit enforcement shou d e increased on Ayd Mill Road and
adjacent streets.
