R. , the Permanent Housing for Homeless Americans Act of 1989 , in response to the growing plight of those without permanent shelter in our country. As �a anking member of the House Committee on Banl:ing , Housin�g nd Urban Affairs , Congressman Vento has been aln tional leader on the homelessness issue as a spon�so of the Stewart rlcKinney Homeless Assistance Act. Thle ity of Saint Paul recently received a $600 , 000 grant for ob training for the homeless under the McIkinney Act. The Permanent Housing for Ho e ess Americans Act , as introduced, would provide $2 .0 billion per year for fiscal years 1990 and 1991 to creat 40 , 000 units per year of permanent housing for the ho�ne ess and individuals whose income is 50% or less of thela ea median income. The legislation will increase th�e umber of public and subsidized housing units through additi�n 1 rental housing certificates and rehabilitation of existi g units. As introduced , this legislatjio would distribute funding for FY90 as follows: II Section 8 Existin Certi i ates - �450 million ( approximately 5 ,000 uni s This continues to be a m c -needed and popular program. Our Public Housing Autho i y currently administers 2 , 101 certificates and 330 Sec i n 8 vouchers . There are now 2 , 107 households on the Ii waiting list . This section may provide additional S�ec ion 8 certificates to Saint Paul residents on Ith se waiting lists . Section 8 Moderate Rehabil � tation Pro ram - $25� million (approximately 3 , 400 uni s ) This program is designed t rehabilitate privately-owned rental units which are s�Zb tandard or need major repair or replacemnt of equipment.� nce the rehabilitation is complete , the PHA and prpp rty owner enter a 15-year agreement for Section 8 pre tal subsidies for income families. Given the rel�t'vely high vacancy rate in smaller rental propertie , PED feels this would be an important and cost-effecti e tool . Modernization of Vacant u lic Housin - $500 million (approximately 31 , 250 un' t ) Saint Paul PHA propertie urrently exceed HUD' s 97% occupancy standard and n nits need major modernization to be habitable. Howeve , PHA does need modernization funds for ongoing repair a d restoration of properties. i I i � F pa�e 'L . , , � Rental Reh3bilitation Gr�an s - �500 million (approximately i1 , 40U ur�it ) SainL Paul currently par�ti ipates in the HUD Rental Rehabilitation program it annual allocations in recent ' . years of approximately �$34 ,000 . This bill would approximatel,y double Sa�nt Paul ' s allocation. It is an important program that as been used in financing a wide variety of projects. R�ce t projects include the renovation of the 9th Stre t 5tudios ( formerly Capp Towers ) and the Mounds P�ar Elementary School. Rehabilitation of In Re P o erties - $300 million ( approximately 30 ,000 ur�it ) This program is intende t allow cities to rehabilitate buildings to which it ha�s btained title through activities such as code en orcement. Saint Paul does not actively engage in such ac ivity and would be unlikely to be a heavy user of this pr gram. Status The Permanent Housing for Home ess Americans Act of 1989 will begin receiving hearings in th House Committee on Banking , Housing and Urban Affairs i� m d-March.
