WHEREAS, many youn people of Saint Paul need (1)
alternative chances for ' proving their educational and
vocational skills, (2) h lp finding meaningful employment
experiences, and (3) op o tunities to provide needed and
recognized service to their c unity; and
WHEREAS, the State L g' slature has requested proposals to
provide such employment n training to youth ages 16 to 21,
while also improving the s p ly of housing for very-low-income
and homeless persons; and
WHEREAS, the Nationa outh Leadership Council, which is
based at the University f Minnesota' s Center for Youth
Development and Research 'n Saint Paul, has developed such a
proposal in collaboratio with City offices, the Wilder
Foundation, and other local a encies and organizations, including
union and community represe t tives; and
WHEREAS, this proposa or a Saint Paul Youth Service Corps
has been submitted to the M' nnesota State Planning Agency for
funding consideration durin his legislative session;
NOW, THEREFORE, BE T RESOLVED, that the Saint Paul City
Council fully endorses the o cept of a Saint Paul Youth Service
Corps to help young pers n find their rightful place in our
society through education, training, work experience, and
community service and sup o ts the National Youth Leadership
Council in its request t he state legislature for program
funding.
