WHEREAS, the 1988 drought �ok long-standing records and focused the public
concern about water resources, and
WHEREAS, these conditions dr m tically demonstrated the continuing need for
conservation measures to reduce water�de and and also the need for future alternative
water supplies; and '

WHEREAS, the most discussed �ssu of public water supply concerned the future
need of the Twin Cities area to rely mobre n underground wells to provide this
resource; and �'�

WHEREAS, groundwater in bed oc acquifers like the Prairie du Chien-Jordan
that may be needed for future water su li s are being used at alarming rates by large
volume users pumping water to use for 'ea ' g and cooling purposes; and
` WHEREAS, it takes hundreds of �ho sands years to replenish our acquifers; and
WHEREAS, on June 2, 1989, the jGo ernor signed into law a bill (Chapter 326)
directly related to the use of groundwate su plies for heating and cooling purposes;
NOW THEREFORE BE IT RES L D, the City of Saint Paul supports the
State Legislature's plan to phase out exis 'ng systems that do not reuse or have
secondary uses for the water and do�s�- o ardize the quality or availability of water
systems. �

. MINUTES of the JULY 5, 1989, I,co ittee meeting were APPROVED.
2. Vacation: Petition of M.S.D. �Inc. , for the vacation of a one-foot strip
of the alley along Lots 24, 2�i, nd 26, Block 4, Denslow's Addition,
bounded by Stinson, Burgess ahd ackubin. Purpose is to cure a building
encroachment. !

3. Vacation: Petition of the Cit o Saint Paul for the vacation of part of
Lot 1 , Block 2, Auditor's Sub ivision No. 75 and part of Lot 8, Summit
Cresent which is bounded by J hn Ireland Bou�evard, Summit Avenue and
Rice Street. Vacated land wil� conveyed to the State of Minnesota
for the new History Center.

by grading and paving, constr ct'ng concrete curb and gutter,
constructing a sanitary sewer sy tem with service connections and
