LTEP staff recommends approval subject to a parking agreement as shown on the site plan. Mike Samuelson, District 7 Planning Council, appeazed and stated the planning council was concerned about the propriety of having an auto dealership at an industrial pazk. This park has been supported as a job producing employment center. The concerns are signage, traffic, hours, and noise. He is also concerned about the number of cars allowed in the park, noise, and disturbances associated with this type of business. Gerry Strathman read into the record a letter from Pete Butikis, Managing Director/CEO, Sitma U.S.A. Inc., 45 Empire Drive. Mr. Butikis writes he is concemed about stickers, writing, flags, vandalism, and solicitauon. (Note: Verne Bufler was mailed a copy of this letter.) Gerry Strathman asked was there anything in the legislative code that would constitute a basis for denying the license. Larry Zangs responded no. This area is an industrial zoning district and this license would be a permitted use in that district. Signage would be regulated under the sign ordinance in the zoning code. There aze also regulations on stickers, flags, and displays. Veme Butler, owner, appeazed and stated the primary reason for the used car application is to buy autos for their fleet and employees. The regulations reguire they have a suitably zoned lot and an area of display for five cars. The display area is in the rear of the lot, concealed from the public, neaz the railroad tracks. Putting up banners would have no effect because the vehicles would not be visible by any traffia Cazs will be sold on an individual basis. Mr. Butler spent some time with Pete Butikis. Mr. Butikis thought that this license would shield or destroy the view of his property. After Mr. Butler spoke to him, Mr. Butikis had no objections to this license. Mr. Butler runs multiple businesses at this location. One of Mr. Butler's other businesses on this site operates about 20 hours on a day. Mr. Butikis admitted that since Mr. Butler's other business has moved in, there has been little or no vandalism. Gerry Strathman asked aze Mike Samuelson's concems addressed.
