Also improve Johnson Parkway from Maryland Avenue to East Shore Drive by removi' g the existing bituminous curb and replacing it with concrete curb a d gutter. EXISTING CON ITIONS East Shore Dri e was constructed to a width of 30 ft. in 1925. It had concrete gutter and a bituminous surface on a concrete base. In 1972, the surface wa overfaid and most of the gutters were replaced with mountable curb,and gutter. The base is now showing evidence of deterioration. I ,', The present ADT is 5,400 at Johnson Par4cway and 4,500 at Larpenteur Avenue. � Johnson Parkw�y was constructed in 1975 with temporary bituminous curbing. This i� an area of very poor soils and it was anticipated that the curb would be replaced after the roadway finished settling . The lighting sys�em on East Shore Drive is on wood poles. The Johnson Parkway sectior� has an ornamental lighting system in good condition. The pedestrian �nd bike path systems are in fair to good condition but they combine in somle areas and present a safety hazar�. PR P IM IR VEMEM • �SE� • S East Shore Driv will be completely removed and reconstructed with concrete curb a d gutter and bituminous paving. The width will remain at 30 ft. with no parking on both sides but we will move the alignment away from the lake a �istance varying from 2 ft. to 30 ft.. The right-of-way South of the retention pond at Arlington Avenue becomes restricted and w� are proposing to acquire a 30 ft. by 600 ft. triangular strip of land adjalcent to the abandoned railroad track. : The lighting on ,�ohnson Parkway will remain. The wood pole lighting on East Shore Driv� will be removed and replaced with an ornamentai lighting system. , A small arking Ifiacility of approximately 15-20 stalls will be P constructed adj�cent to East Shore Drive and about 35o ft. northeasteriy of Johnson Par�.way. The parking bays at Larpenteur do not function well with traffic and vjvill be cfosed. We will try to provide on street parking on Larpenteur, f aho, Brighton and Hoyt Avenues. � TREES I� 'm ( 30 trees will be removed as art of the It �s estimated approxi ate y p project. The co munity is not opposed to the loss of trees as they are primarily matur�d Cottonwood. INFORMATION�L MEETINGS A neighborhooc� information mesting was held on July 21 ,1988. The District 5 Plann ng Council, the Phalen Task Force and all of the adjacent property owner were invited to attend. Subsequent meetings were scheduled with the Task Force and they assisted in the final design concept. , TRAFFIC CON�IDERATIONS Johnson Parkwlay curbing and overfay will be constructed under traffic. East Shore Dri�e will be closed to thru traffic but the section North of Arlington Avenue will be kept open for local access only. Portions of the pedestrian andjbicycle paths adjacent to the roadway wi11 be closed during construction.
