Plaintiff owns commercial and residential property located at 1477 - 1479 Selby Avenue in the City of St. Paul. In 1993 the City began and completed reconstruction of the Selby Avenue Bridge. This construction both lengthened and widened the bridqe, ADVANTAGES I . property and eliminating parking on the street in front of her building. The City also vacated Pascal Street which had run under the Selby Avenue Bridge. The plaintiff did not have any land physically appropriated by the City as a result of any of theses projects, nor does plaintiff's property abut either Selby Avenue or �- Pascal Street. In 1959, the City initiated a taking of laintiff's property-� o�snovrwTnc�s�,nP�a�t Short Line Road (a kJa Ayd Mill Road) . The City condemned the property it needed and paid plaintiff damages in the amount of $62,000. At that time plaintiff's direct access to Selby Avenue was taken. Her access was limited to either making an illegal U-turn when traveling east on Selby or if she was traveling west on Selby she could go to Pascal Street, make a left under the Selby Avenue Bridge to Short Line Road. DISADVANTAG �a s caf RO �g'reet she has been denied a right to reasonable access to her property and seeks damages. The only access requires the plaintiff to travel approximately one mile to Grand Avenue to enter Short Line Road in order to get to her house or business.
