WHEREAS , MFL, Inc. , which formerly had jointly lxeld with
Clayton Club , Inc. , on-sale intoxicating liquor, Sunday on-sale
and other lic nses for the premises at 615 University Avenue in
Saint Paul db The Belmont Club, applied on February 23 , 1988 ,
to remove Mar e V. Simones and James Lai from stock ownership
and positions as officers in MFL, Inc. ; and
WHEREAS , �Isuch action is included within the meaning of the
term transfer as defined in sections 310. 11 and 409 . 11 of the
Saint Paul Le islative Code, and proper application for apnroval
of such trans er by the Council was made on February 23 , 1988 ;
and I
WHEREAS , the consideration of said application was postponed
pending the i itiation and completion of administrative disciplinary
action agains said licenseholder and its licenses , which action
has terminate with the ultimate revocation of said licenses ; and
WHEREAS , it appears that the application for transfer would
have been app oved in the normal course of events but for the
adverse licen e action, and that further no grounds or evidence
was or is lcno to the license division or city attorney' s office
on which to i pute any of the grounds for adverse action against
the Belmont C ub licenses to misconduct by Marie Simones or James
Lai; and
�JHEREAS , � the application for transfer cannot now be anproved
since the lic�nses in question have been revoked; notia, therefore,
