separation of its sewers in ten years ; and
WHEREAS , this agreement was based on a funding partnership
between the f deral , state and local government ; and
WHEREAS, the ity of Saint Paul has maintained its financial
support for t is project despite Congressional action to
eliminate fed�ral participation;
NOW, THEREFOR , BE IT RESOLVED, that the City of Saint Paul
support a bie nial appropriation of $9 . 6 million in state
grant fu'nding during the 1989 legislative session; and
BE IT FURTHER RESOLVED, that the City support additional state
grant funding to cover the anticipated federal shortfall for
this project .

BACitGROUND v'
In 198� , tMe Legislature establislied a financial program to
enable Sai t Paul , Minneapolis and South Saint Paul to
complet-e s wer separation within a ten-�Tear time frame . The
program fu ding was based on federal , state and local
participat on. In 1986 , the Cit,v of Saint Paul completed the
first year of its acceleraLed pr.ogram to separate its sewers
and produc a cleaner environment . To date , t;he Ci_ty has
completed three years of sewer separation on schedule and
within the'Irequirements of the NPDES permit.
STATUS
The 1988 L gislature passed a law which would forgive the
repavments of the State' s interest-free loans made to the City
of Saint P�,ul for separating combined sewers. In order to
qualify fo the loan forgiveness, the City must issue $10 . 5
million in General Obligation Bonds for accelerating the
rebuilding of Warner and Shepard Roads along the Mississippi
River and for remodeling Minnesota' s only major Conservatory
at Como Pa k. Therefore , at the end of the 1988 legislative
session, t e combined sewer overflow financing was as follows :
Federal share $5 . 8 million per year (grants )
State share $4 . 8 million per year (grants )
Saint Paul share $4 . 8 million per year
However, the federal government has made a decision to phase
out the federal funding in Clean Water projects. This action
will result in an anticipated shortfall of between $8-11
million i the Saint Paui combined sewer overflow package for
the 1990- 1 biennium. The Minnesota Pollution Control Agency
is curren ly analyzing options for the state biennial funding
of the Sa' nt Paul combined sewer overflow project and
determini g how the federal shortfall will be met. A biennial
appropria ion during the 1989 session is necessary for the
City of S �'int Paul to continue its combined sewer overflow
project w' thin the designated ten-year time frame.
THE SAINT PAUL POSITION
The City f Saint Paul supports the state funding of $9 . 6
million o�, biennial grant funding for the Saint Paul combined
sewer ove flow project during 1989 . Additionally, the City of
Saint Pau supports state grant funding of between �8-11
million t cover the anticipated federal shortfall for this
project. �
