WHEREAS, the Sa nt Paul Health Start program provides
important mater al and child health care services to
low-income wome and pregnant teenagers; and
WHEREAS , this p ogram has received national recognition for
its effectivene s in reducing the number of teenage
pregnancies and dropout rate of pregnant teenagers; and
WHEREAS, legisl tive authorization for full funding of this
program must be renewed;
NOW, THEREFORE E IT RESOLVED, that the City of Saint Paul
support the Min esota Department of Health legislative
proposal to rea thorize maternal child health services
funding ; and
BE IT FURTHER R SOLVED, that funding for the City of
Saint Paul shou d be no less than $1 , 645 , 862 for the next
biennium.

Maternal ari infant care services in Saint Paul began in 1967
under the a� spices of Lhe Federal Title V Maternal and Child
Health SLar Program. ��ith the advent of the Federal Blocl�
Grant Progr m, Lhe Saint Paul MaLernal arid Infant Care ( MIC )
Services Pr ,ject has been funded through the �finnesoi�a
Department f Health as one of five riinnesot�a "pre-blocli
grani;" programs.
The Saint P ul MIC Program was restructured and renamed
"Health Sta t" in 1987 . The Health Start program offers
prenatal ca e to low-income women, services to pregnant
teenagers a d services teenagers at health clinics in four
Saint Paul igh schools. The clinics also offer wellness
programs anc� services ranging from immunizations to mental
health coun eling . The project has received national
recognition for effectiveness in reducing the number of
teenage pre nancies , repeat teenage pregnancies, the reduced
dropout rat of pregnant teenagers, and its
nationally- istributed health education materials.

In 1984 sta e maternal and child health legislation
established a formula grant to CHS agencies and a planned
three-year hase-out of funding to the "pre-block grant" �
programs . ue to the e�piration of the legislative
authorizati n for "pre-block grant" program funding ,
Saint Paul aternal and Child Health services, including the
Health Star program funding, would be reduced by 20°6. If no
changes are made during the 1989 legislative session, the
Health Star program may receive a substantially reduced
amount of f nding. Previously, $1 ,456,862 had been allocated
to Health Si�art each biennium.

in recognit on of this problem, the Minnesota Department of
Health will propose legislation during the 1989 legislative
session whi h will direct these funds to the Saint Paul
Division of Public Health to execute contracts for services to
local provi�ers of maternal child services, including Health
Start. As result of this change, an additional $189 , 000
will be ava lable each biennium for maternal and child health
services in Saint Paul .
The City of Minneapolis has tal:en a position that the
pre-block g ant program including Saint Paul Health Start
should shar in any increases of� federal block grant dollars
above the a ount identified for the city in the state funding
formula. T is would have the effect of reducing funding of
all other p ojects statewide .
