WHEREAS, it is estimated that over 340 , 000 Minnesotans, or
more than 8% o the population, are uninsured at any given
point in time ; and
WHEREAS , a rec nt study commissioned by the Minneapolis United
Way, Carondole Life Care Corporation, and the Children' s
Defense Fund p oposed a method to provide preventive medical
and health car services to this population; and
WHEREAS , this roposal would mandate that all Minnesotans
carry health i surance ; and
WHEREAS , the p oposal would provide a minimum benefit package
which includes preventative care , screenings , immunizations,
early disease etection, inpatient and outpatient care for
Minnesotans no covered by a health plan; and
WHEREAS , this roposal would provide a sliding fee-based
health insuran e premium for Minnesotans without health care
coverage ; and

WHEREAS , this roposal would provide incentives to business to
maintain healt insurance coverage for their employees; and
WHEREAS , this roposal would provide a quality assurance and
cost containme t system for the care provided for this
program;
THEREFORE, BE T RESOLVED THAT, the City of Saint Paul
supports legis ation that will provide preventive health care
to the insured which would reduce the number of Minnesotans
who are uninsu ed under health care plans while providing
needed service at a reasonable cost .

Minnesota Feal.th Care Access would :
- Mandat that; all Minnesotans carr,y health insurance
- Provi_d a minimum health benefit package which includes
preven ive care , screenings , immunizations , early disease
detection, inpatient and outpatient care for Minnesotans
not co ered b,y a health plan
- Provide a sliding fee-based health insurance premium for
Minnesotans without health coverage
- Provide incentives to businesses to maintain health
insuran e coverage for ttieir employees
- Provide a qualit,y assurance and cost containment system
for the care provided by this program.
STATUS
A coalition of sponsoring agencies recommends that cigarette
taxes and/o a payroll tax be used to fund this program
(estimated t $150 million per year) .
No state ag ncy has included this in their budget
recommendat'on to the Governor. The widespread support from
various hea th care stakeholders (hospitals, HMOs, activist
groups) is rimarily attributed to the plan' s common-sense
approach to reducing uncompensated care while providing needed
services at a reasonable cost.
THE SAINT P UL POSITION
The City of Saint Paul supports legislation which will provide
preventive are to the uninsured. If a proposal such as the
Health Care Access program were to be funded, Ramsey County
may be able to reduce its charity care contribution to Ramsey
Hospital by $2 . 0 million annually, and the joint City-CountSr
contributio to the community clinics by �1 . 0 million
annually. he preferred method for funding this program would
be largelv hrough cigarette taxes ; and, if needed , through a
small payro 1 tax ( . 25%) with governmental organizations
exempt from the tax.
