This proposal for Minnesota Feal.th Care Access would : - Mandat that; all Minnesotans carr,y health insurance - Provi_d a minimum health benefit package which includes preven ive care , screenings , immunizations , early disease detection, inpatient and outpatient care for Minnesotans not co ered b,y a health plan - Provide a sliding fee-based health insurance premium for Minnesotans without health coverage - Provide incentives to businesses to maintain health insuran e coverage for ttieir employees - Provide a qualit,y assurance and cost containment system for the care provided by this program. STATUS A coalition of sponsoring agencies recommends that cigarette taxes and/o a payroll tax be used to fund this program (estimated t $150 million per year) . No state ag ncy has included this in their budget recommendat'on to the Governor. The widespread support from various hea th care stakeholders (hospitals, HMOs, activist groups) is rimarily attributed to the plan' s common-sense approach to reducing uncompensated care while providing needed services at a reasonable cost. THE SAINT P UL POSITION The City of Saint Paul supports legislation which will provide preventive are to the uninsured.
