WHEREAS , a comp�ehensive child care policy is a wise
investment in t e future of our children and our community;
and �
WHEREAS , recent� legislation passed by the Saint Paul City
Council establi�shed goals for the City in supporting the
efforts of othe� organizations ; and
I
WHEREAS, the City has hired a full-time staff inember to serve
as a coordinator of the City' s efforts in the child care area;
and
WHEREAS , the C ' ty is developing the Child Care Partnership
Program, which is a grant program to provide financial support
to child care ' nitiatives; and
WHEREAS , the C ty of Saint Paul supports a comprehensive child
care policy at the state level that assures that child care is
available , aff rdable and of high quality;

THEREFORE, BE I RESOLVED, that the City of Saint Paul
supports state egislative action which will provide the
following :
- provide ade uate funding for the Sliding Fee Child Care
- strengthen xisting and established new resource and
referral agencies throughout Minnesota
- provide sm 11 business loans and grants to help providers
meet safet , fire and health regulations
- develop an maintain an adequately staffed licensing
system
- strengthen legislation that guarantees opportunities for
parental 1 ave , and
- increase s ate funding for Head Start and other
developmen ally appropriate preschool programs; and
BE IT FURTHER ESOLVED, that the City Council directs lobbying
staff to work on this legislation in the 1989 session.
