WHEREAS, the Certificate of AQhievement for Exeellenee in
Financial Reporti g Program was begun by the Government Finance
Officers Association (GFOA) in 1945 to emphasize the belief that
every governmenta unit should prepare and publish an easily
understandable, C mprehensive Annual Finaneial Report (CAFR)
eovering all of its funds and finaneial transactions during the
year; and
WHEREAS, the CAFR is a very detailed report that goes beyond
the requirements of generally aceepted acoounting prinaiples; and
WHEREAS, the Certifieate of Aahievement is the highest form
of reeognition i the area of governmental finaneial reporting, and
its attainment rQpresents a significant aeeomplishment by governmental
units and its ma agement ; and
WHEREAS, th City of Saint Paul received its first Certificate of
Achievement in 1963 ; and
WHEREAS, th City of Saint Paul has received an annual
Certificate of A hievement since 1976 ; �
NOW, THEREF RE, BE IT RESOLVED, that the City Couneil , on
bebalf of the Ci y of Saint Paul, aeknowledges the receipt of the GFOA
Certificate of A hievement Por 1987 ; and
BE IT FINAL Y RESOLVED, that the City Couneil eommends the
following staff, whose efforts were important and neeessary in order
to receive the C rtifieate of Achievement : Jeanette Anderson;
