WHEREAS, the C ty Council, through CF 88-587, authorized the City to enter
into an agreement wi h Northern States Power for the development and operation of a
Conservation Improve ent Program within the City of Saint Paul; and
WHEREAS, the M yor, pursuant to Section 10.07.1 of the City Charter, does
certify that there a e available for appropriation revenues in excess of those
estimated in the 198 budget; and
WHEREAS, the M yor recommends the following changes to the 1989 budget:
