1 Wf1EREAS, the Saint Paul Police Department is of great unportance to the citizens of the City of Saint Pau1;
2 and
3 WI the Saint Paul City Council is responsible to ensure the policies it has established governing the
4 operafions of the Police Department are effecfive and aze being properiy implemented; and
5 WF�REAS, the Saiut Paul City Council believes a survey of Police Department employees will help them
6 judgetheeffectivenessofCitypoliciesandtheirimplementakionwithinthePoliceDepartment;now,therefore,
7 be it
8 RESOLVED, the Director of the Council Investigation and Research Center is to contract with a qualified
9 independent survey reseazch organization to conduct an employee survey of workplace condirions including
10 the employee's views on the administration and management of the Saint Paul Police Deparhnent ; and be it
11 FURTHER RESOLVED, the City Council authorizes the expenditure of up to $15,000 from the City Council
12 budget (Budget Activiry 00001) fox this purpose ; and be it
13 FINALLY RESOLVED, the results of this survey are to be reported to the City Council by Wednesday,
14 Februar�� 17, 1999.
