(Purpose/Rational ) :
This resolution e�stablishes the rate of pay for the newly established title
of Community Liailson Officer.
COST/BENEFIT. BUD�ETARY. AND PERSONNEL IMPACTS ANTICIPATED:
This will be a mu�tiple incumbent classification. These employees will have
specific language' skills such as Hmong, Cambodian, Vietnamese, Laotion, or
Spanish. Communi�ty Liaison Officers will use their language skills to assist
in doing police work by providing language translations and interpretations
for police officeXS, neighborhood residents and hospitals. They will also
perform other technical police work such as maintaining criminal intelligence
files, checking o�i the location of reported stolen vehicles, and receiving
and logging reque�ts from the public for service.
This title has be n established to replace a starred title: "*Police
Community Officer." The *Police Community Officer title was starred several
years ago, becaus , at the time, it was determined that the title was not
needed in the cla sified service. Therefore, as soon as present incumbents
leave the title, he title will be abolished. However, the Police Department
has a continuing �eed for this type of work to be performed.
The benefits to t�e City from this resolution will be:
1. Improved �ublic relations in the community, through the
explanati�n of police work and procedures, and through
explanati¢n of community attitudes to sworn police officers.
2. Efficient', use of staff time, by allowing police officers to
spend more time on higher level police work, while providing
valuable law enforcement experience to Community Liaison
Officers. '
3. Ensurance that the special needs of minority cultures within the
City can lbe met by the Police Department.

It is anticipated that 2.0 full-time employees would test for and move frorn
the *Police Commu ity Officer title to the new Community Liaison Officer
title. Thus, the total number of positions would not increase. The
differences in co ts between the two grades amounts to an additional cost to
the City at the B se Ra.te of $111.00 per year, and a cost savings to the
City at the 5-Yea Rate of $594.00 per year. (The break-even point is
between the B and C steps of the salary plans.) Therefore, over time, it is
expected that the�e would be a slight cost savings to the City.
