1 RESOLUTION REQUESTING NEIGHBORHOOD STAR FUNDS
2 FOR THE SNELLING SELBY COMNIERCTAL PUBLIC IMPROVEMENT PROJECT
3 Whereas, the Snelling Selby commercial azea submitted a proposal for new lantem-sryle lighting to create
4 an attractive street scape essential to the identity of this neighborhood commercial hub at Snelling and Selby
5 Avenues, a heauily impacted traffic arterial, similar to those which have received substantial city funding at
6 Randolph and Snelling Avenues and along Selby Avenue east of Lexington Pazkway; and
7 Whereas, the Snelling Selby commercial azea seeks to replace deteriorafing globe lighting installed 17 years
8 ago and determined by public works staff to have fulfilled its useful life; and
9 Whereas, the permanent suburban style "bent-straw" lighting at this intersection does not contribute to
10 Snelling-Selby's image as a vibrant, mixed-use neighborhood hub for pedestrian-oriented retail and small office
11 businesses;and
12 Whereas, the Selby Sneiling Commercial Public Improvement Project proposal seeks $75,000 in STAR grant
13 funds, to be matched by $304,519 in private funding in the form of annual assessments of commercial property
14 owners; and
15 Whereas, the Snelling Selby Area Business Association, the Merriam Pazk Community Council and the
16 Snelling-Hamline Community Council have a long record of partnership in support of improving this project azea,
17 beginning with the Selby Snelling Community Design Project of 1979-80, and including the 1993 Selby Snelling
18 Small Area Plan, the goals of which this proposal serves; and
19 Whereas, bringing Selby and Snelling street scape up to current marketing and maintenance standards will
20 ensure that private investment continues at one of the busiest intersections in Saint Paul, increasing pedestrian
21 presence and walk-in traffic to area businesses, and providing adjacent residential areas with an attractive gateway
22 and neighborhood business hub; and

1 Whereas, among the 34 Neighborhood STAR proposals received in 1998, only seven were not recommended
2 to the City Council for approval and the Sneliing Selby Commercial Public Improvement Project was the top ranked
3 of those projects not recommended.
4 NOW THEREFORE BE 1T RESOLVED that the City Council recommends that $75,000 in Neighborhood
5 STAR funds be granted to the Selby Snelling Commercial Public Improvement Project for the installation of
6 lantern-style lighting at Selby and Snelling Avenues contingent on Neighborhood STAR funding becoming availabie
7 as a result of approved projects not moving forwazd.
