Whereas The Budgets adopted by the City Council for the calendar
year of hI989 do not contain line item appropriation within department,

Whereas The Council wishes to express its intent regarding its
future Gonsi eration of proposed budgets for the year 1990 not to
allocate! fun s for any promotions or reclassifications made during the
year 198� which had not received prior authorization or approval of the

Pursuant to your request of December 2 , 1988, I have prepared for
your considerati�n a resolution "which states City Council 's intent not
to fund unbudgeted 1989 promotions and reclassifications in 1990 and
beyond" . Prepa�ation of the additional documents requested by your
December 2nd letter will continue and will be forwarded to you upon
