Licensee' s Res onsibilit . Any act or con uct y any c er , employee , man ,er or agent of a licensee, or by any per on providing entertainment or working for or on behalf of a licensee whether com ensated or not , which act or conduct talc s place either on the licensed premises or 'n any parking lot or other area adjacent to (or under the lease or control of) the lic nsed premises , and which act or conduct vio ates any state or federal statutes or reg lations , or any city ordinance, shall be con idered to be and treated as the act or con uct of the licensee for the purpose of adv rse action against all or any of the lic nses reld by such licensee . Approval of Minujtes of December 21, 1988 meeting. Minutes approved�l as submitted on 3-0 vote. 2. City Council Age da 8/25/88, Item No. 30: Resolution - 88-1408 - Requesting the Administration to review the report �nd recommendations of the Governor's Blue Ribbon Commissio and any information available through the Attorney General's Task Force on Vi lence Against Women. (FOR REFERRAL TO THE COMMUNITY AND HUMAN SERVICES COMMITT E.) (Laid over to December 7, 1988 for preparation of preliminary standard draft.) (Laid over to December 21, 1988 for presentation of final draft ordinances and p rking ramp minimum standards.) (Introduction of ordinance amending Chapter 417 of t e Legislative Code regarding parking lots and ramps. Laid over to January 4, 1989 eeting.) Ordinance submitted amending Chapter 417 of the Legislative Code regarding parking lots and ramps. ; Laid over in Committee for 60 days with caveat that any changes will be submitted within a 45-day period. This recommendation is made at the request of Bill �uth, representing some parking lot owners. 3. Continuation of �oundtable discussion on housing tags, where they belong: The Court System or !�.V.B. (Traffic Violations Bureau) . Discussion on how to restore tagging as an enlforcement tool for inspectors, discussion on creation of Housing Court -- pros an cons. Michael Calvert, Criminal Case Manager, as well as all key components, will be invited to participate. (Continued from October 19, 1988.) On a unanimous v te of 4-0, and with Committee authorship, the following resolutions are recommended or approval and submitted to the City Council for action: (A) Resolution equesting the Administration to draft appropriate legislation to utilize the Governor's Commission on Affordable Housing for 1990's recommendations. (B) Resolution o work jointly with the County to establish pilot project for Housing Cou t, and that Saint Paul be the appropriate site for such a court. The Committee recommended for approval, on 4-0 vote, a request that the City Attorney's Office immediately draft language rescinding Council file No. 88-415, Ordinance No. 17560. This item will appear on Committee agenda January 18, 1989, with language for a potential ordinance. NOTE: An additional item which did not appear on the agenda but required some technical amendments: City Council Agenda 11/22/88, Item No. 10: Rirst Reading - 88-1832 - An ordinance amending Chapter 415 of the Legislative Code pertaining to theatres and movie theatres.
