RESOLVED, tha1� the Civil Service Rules be amended in Section 28.B, At the Time
of Appointment, by' inserting immediately after Section 28.B, Subsection 11. , the
following: i I

"12. An emplo�ee who is reinstating or transferring from the City to the School
District� or vice versa and who holds a title common to both jurisdictions,
buti for hich different rade and/or salar levels exist, shall be aid
when re nstated or transferred at the salar rade established for the
em lo e 's title b the 'urisdiction to which he/she is reinstatin or
tr�nsfe rin , and shall be laced in the rade at the salar ste held
r or t reinstatin or transferrin .

a. � the salary currently being paid for the grade and step level by the

� promoted shall be the basic rate for calculation; and
b. � the new rate of pay established for the promoted employee shall be
' at a step which is equal to or greater than this basic rate (in
13.a) multiplied by 1.05.

The following exa�nples illustrate how the proposed Resolution will impact
District or City employees who either transfer or promote between the District and
the City. ,
Example 1. A Cit�► Clerk-Typist I promotes to the title of Clerk-Typist II in the
District. The em�iloyee will receive what they would have received if they had been
a District employiee at the time of promotion. It will be a pay increase but in an
amount less than 5$ minimum.
City Grade 11 - Step E _ $671.82
District Grade 17 - Step B a $697.39 (3.8$ increase)
Example 2. A District Clerk-Typist I promotes to the position of Clerk-Typist II
in the City. The employee is guaranteed a minimum 5$ increase. The amount will
typically be more than that.
District Grade 10 - Step E — $663.91
City Grade 18 - Step C = $734.96 (10.5$ increase)
Example 3. A City Computer Operator transfers to the District in the same title.
The result would be an increase in pay.
City Grade 26 - Step F = $1029.64
District Grade 26 - Step F — $1042.26
A transfer from tt�e District to the City in this title would result in a decrease
in pay. '
Example 4. A Cit}t Storekeeper I transfers to the District in the same title. The
result would be a '',decrease in pay.
