WI�IZEAS, on July 13, 1994, the City Council of the City of Samt Paul established the Cultural Capital Inveshnent
(Cultura] STAR) Program, C.F. 94-1005; and

Wf�REAS, the Cultural STAR Program is funded with ten percent of an additional one-half of one percent sales tax on
sales transactions that occw within the ciTy, pursuant to Minnesota Statutes, Chapter 297A, authorized by the State of
Minnesota, Chapter No. 375, Sec.46; and
WI�REAS, the purpose of the Cultural STAR Program is to fund capital projects to further cultural and visitor service
activities; and
VVFIEREAS, the Department of Planning and Economic Development (PED), in the fourth cycle, received 26 final
applications to the Cultural STAR Grant and Loan Progam; and
WI�REAS, PED, the Cultural STAR Board, and the Mayor have evaluated the 26 applications and forwarded their
recommendations for fixnding of 16 proposals as identified on Attachment A, to the City Council; and
WI�REAS, approval of projects at this point means the applicants have six months to secure private match commihnents,
comply with project stipulations and terms including those listed on Attachment A, work with PED and other city
depariments as required and sign a STAR agreement; and
WI]EREAS, should an entity not comply with stipulations and other requirements, and is not under contract within the six
month period fo]lowing City Council approval, that entity will not be funded and the funds will revolve back to the Cultural
STAR Program to be used in the next funding cycle; and
WfLEREAS, projects that are funded at less than the original request will reduce any direct project costs in proportion to the
cut in funding; and
WI�REAS, the City Council has adopted guidelines for Cycle 4 that were recommended by the Cultural STAR Board; and
WI-IEREAS, the Mayoz, Pursuant to section 10.07.1 of the City Charter, recommends changes to the 1998 budget as listed
below.
I�TOW, THEREPORE, BE IT RESOLVED, the City Council approves the funding priorities and budgets for sixteen (16)
projects at recommended funding amounts and terms as listed on Attachment A, and described in final applications, subject
to compliance with the program development and implementation requirements of the Cultural STAR Prog�am Guidelines;
and
BE IT FURTfIIER RESOLVED, that the City Counci] approves the changes to the 1998 budget listed below; and
2 BE IT FURTHER RESOLVED, that the Mayor and Ciry Council wish to extend their appreciation to all applicants and to
3 the members of the Cultural STAR Board for their time and efforts in developing proposals and recommendations dwing
