1 WHEREAS, the Saint Plaul City Council, both in its general legislative capacity and when acting as
2 the Saint Paul Board of'Health, oversees provision of public health services in Saint Paul; and

4 WHEREAS, the City has for many years administered funds granted to neighborhood-based health
5 clinics which provide primary medical care and preventative health services to low income people;

8 WHEREAS, the City Ci�uncil wishes to assure that funding provided to these neighborhood health
9 clinics is adequate and equitable, and that services provided through the clinics are of acceptable
10 quality and availability; and

12 WHEREAS, two area �oundations have recently conducted studies of the financial status,
13 organizational sta�us, amd service issues of the eight community clinics located in Saint Paul; and
14 '
15 WHEREAS, all but one of the eight community clinics in Saint Paul participate in a voluntary
16 financial and clinical q�tality assurance audit through a national accreditation board, a metropolitan
17 quality assurance organiization or a national funding quality assurance organization; and

35 and management controls;

37 3) infot�mation on the extent to which services provided through each clinic are of
38 accsptable quality, and are available to meet needs of Saint Paul's low income
39 residents;
