1 WHEREAS, in 1998 the assessment rate for street paving, including curb and gutter, in connection with the Residential
2 Street Vitality Program (RSVP) was $24.47 per assessable foot; and
WHEREAS, in 1998 the assessment rate for the mod'rfied lantern style Iighting was $4.32 per assessable foot, and the
alternative bent straw lighting was $2.71 per assessable foot; and
WHEREAS, in 1998 the assessment rate for sidewalk reconstruction of five foot wide and six foot wide sidewalks for 1, 2,
and 3 family dwellings was $7.65 and $9.18, respectively, per assessable foot; and
10 WHEREAS, the Saint Paul City Council, by resolution, has directed that these assessment rates be adjusted yearly, based
11 on the Minneapolis-Saint Paul Urban Consumer Price Index; a�d

WHEREAS, the most recent Minneapolis-Saint Paul Urban Consumer Price Index showed an increase of 1.5% from the
first half of 1997 (154.9) to the first half of 1998 (157.3);
WHEREAS, the construction cost for 1998 residential sidewalk reconstruction increased 13.1% over the 7998 assessment
rates; now, therefore, be it
RESOLVED, that in order for the assessment rate to reflect the increased construction costs and benefit to the property
owners, the assessment rate for street paving in connection with RSVP is increased 1.5%from $24.47 to $24.85 per
assessable foot for all such RSVP projects approved by Final Order after October 1, 1998, to be constructed in 1999; and
BE IT FURTFfER RESOLVED, that the assessment rate for the modified lantern style lighting is increased 1.5°!o from $4.32
to $4.39 per assessabfe foot, and the alternative bent straw lighting is increased 1.5%from $2.71 to $2.75 per assessable
foot for ali such projects approved by Final Order after October 1, 1998, to be construc�d in 1999; and
BE IT FINALLY RESOLVED, that the assessment rate for reconstruction of five foot wi e and six foot wide sidewalks is
increased 13.1 °lo from $7.65 to $8.65 and from $9.18 to $10.38, respecitvely per assessabie foot for 1, 2, and 3 family
properties for all such projects approved by Final Order after October 1, 1998, to be constructed in 1999.

In 199Q the City Council adopted a resolution calling for the assessments for CSSP projects to be adjusted each year according to the
previous yeaz's change in Minneapolis-Saint Paul Urban Consumer Price Index (90.1459). In addition, in 1992, the City Council adopted a
similar resolution dealSng with reconshvcrion of sidewalks (92-146). In 1995, tlie Ciry Council adopted a similaz resolution for the
Residential Street Paving Progtam (45-1127). Except for residenual sidewalk reconstmcROn, we aze proposing to increase the assessment
rates for 1999 by 1.5%o as per past pcactice. However, in the case of residendal sidewaik reconsauction, the costs fot 1998 increased 13.1%
over 1498 assessment rates, thus a 13.1 % inprease in assessment rates for 1999 is proposed foz residential sidewalks.
