WHEREAS, Sewer Service Charges pay the cost of operation and maintenance and
equipment replracement of the sewage disposal system, including the principal and
interest on bonds sold for system construction and for paying Saint Paul's share of the
Metropolitan 1Maste Control Commission's annual budget as provided in Chapter 473,
Minnesota Statlutes, and in accordnance with the provisions of the Clear Water Act;
and
WHEREAS, th� 1991 Proposed Budget results in anticipated expenditures, credits and
financing as follows:

BE IT FURTHLR RESOLVED, that sewer service charges for one and two family
dwelling� for tlhe billing year shall be determined by the amount of water consumed,
regardle�s of t�e size of water meter, and the amount billed shall never be greater
than the amouht of water consumed during the quarter consisting of the first three
months prior t� the first billing of the year, except for those dwellings assessed
minimum char�e; and be it
FURTHER RE�OLVED, that sewer service charges for all other properties, regardless
of the size of tthe water meter, shall be based on actual water consumption for each
billing period; �nd be it
FINALLY RESdLVED, that properties served by meters one inch and smaller shall be
billed qu�rterly', Properties served by meters larger than one inch shall be billed
monthly, with the exception of one and two family homes which shall be charged
quarterly for s�wer service.

NOW, THEREFORE, BE IT RESOLVED, that pursuant to Section 77.02 of the Saint
Paul Legislativ�e Code pertaining to Sewer Service Charges and upon the
recommendatibn of the City Administration, the Council of the City of Saint Paul does
hereby establi h the amount and basis for Sewer Service Charges to be levied and
collected effec�ive January 1 , 1991 through December 31 , 1991.
1. $1.70 perl 100 cubic feet for the first 100,000 cubic feet
$1.68 per 100 cubic feet for the next 400,000 cubic feet
$1.63 per 100 cubic feet for all over 500,000 cubic feet
2. a minimurtn sewer service charge shall be levied and assessed to every property
based up�n water meter size; the minimum charge below shall reflect the cost for
the basic ievel of fixed sewer service costs;
