WHEREAS, the Division Of Public Health of the Department of Community Services of the City
of Saint Paul has det�rmined that each of the structures identified in this Resolution
constitute a "nuisance" in accordance with Chapter 45 of the Saint Paul Legislative Code; and
WHEREAS, the known ownQrs, interested parties and responsible parties have been served, in
the manner set forth in� the Ordinance, with an Order to either repair each of the structures
or have them demolished; and
WHEREAS, the public is required to be put on notice of the pending action by the Division of
� Public Health; now, th�refore, be it
� RESOLVED, the Council of the City of Saint Paul hereby directs the Division of Public Health
� to file with the City ,Clerk, a copy of the Orders it has issued regarding the following

All repairs and new installations must be made in accordance with the
appropriate codes. Permits must be obtained where changes and/or additions to
an electrical system require upgrading of the service size to current National
Electrical Code (N.E.C.) requirements. Some plumbing repairs may necessitate
updating of the fixtures and/or piping involved. A permit is required for any
repair or new installation. Permits may be obtained from the Building
Inspection and Design Division, Room 445, City Hall.
Front of Building
1. The front porch foundation has loose and missing mortar. Repair
foundation.
2. The front porch steps are severely rotted and decayed. Replace all
decayed waod and rebuild the steps in compliance with the code.
3. The �ront ,porch floor boards are rotted, decayed and settled out of
level. Re�move all decayed wood and rebuild the porch in compliance with
the code. '
4. The plate glass front window has broken glass. Replace this glass.
5. The front window nearest to the front door is boarded over. Remove the
board.
6. The second floor window by the west side has broken glaGs. Replace this
glass. '
7. The eaves above the second floor have loose and missing paint, rodent
holes and 'some missing and decayed wood. Replace all damaged and
decaped waod and repaint.
8. The eaves above the attic have loose and missing paint, decayed wood and
rodent holes. Replace all damaged and decayed wood and repaint.
East Side of Building
9. The foundation has loose and missing mortar. Repair.
10. The siding has loose and missing paint. Repaint.
11. The eaves have loose and missing paint, rotted, decayed and loose wood.
Repair and repaint.
12. Two first floor east side windows are boarded over. Remove boards and
repai:r, as necessary.
13. One first floor window has a broken glass pane. Replace.

near the front wall. Reconnect downspout.
Rear of Building
15. Attic window has been removed allowing the elements to enter. Close
this opening.
16. Eave areas have loose and missing paint, rodent entry holes and some
decayed wood. Repair and repaint.
17. The guardrail for the second floor rear porch deck is missing. Replace.
18. The center window on the second floor is open and allows the elements to
enter. Secure this window.
19. The first floor rear window is boarded over. Remove the board and
repair, a� necessary.
20. The foundation has missing and loose mortar. Repair.
West Side of Building
21. The shingles are worn. Repair or replace.

28. The interior of the garage is filled with refuse. Remove all refuse.
29. The roof is sagged, the shingles are worn and the eave areas have
decayed wood. Repair and repaint.

Dear Sir or Mad�m:
The Division of' Public Health has determined that the above noted building is
an abandoned bu�lding, which Chapter 45 of the Saint Paul Legislative Code
defines as:
"any building or portion of a building which has stood with an
incomplete exterior shell for longer than three (3) years or any
building pr portion thereof which has stood unoccupied for longer than
one (1) y�ar and which meets one or more of the following criteria;
(a) Uns�cured, or
(b) boarded, or
(c) hav�.ng multiple exterior Housing Code or Building Code violations,
or
(d) placarded as "Unfit for Human Habitation" pursuant to Chapter 34
of the Saint Paul Legislative Code."
The Division of' Public Health has also determined that there is a dangerous
structure in th� form of a garage accessory to the above noted building, which
Chapter 45 of t1�e Saint Paul Legislative Code defines as:
"any structure which is potentially dangerous to persons or property
including but not limited to:
(a) a structure which is in danger of partial or complete collapse; or
(b) a structure which has any exterior parts such as chimneys, eaves,
por�hes, siding, railings, or trim which are loose or in danger of
falling; or
(c) a structure which has any parts such as porches, stairs, ramps,
rails, balconies, or roofs which are accessible and which are
either collapsed, in danger of collapsing, or unable to support a
per5on."

The ordinance further states that an abandoned building and a dangerous
structure are bpth nuisances and may be ordered demolished and removed by the
City.
NOTICE: If you do not want to have the City begin action to have the
buildings torn down, then the attached list of deficiencies must be repaired
or you must tear the buildings down on or before December 21. 1990.
If you sell, tr�nsfer or convey, in any manner, the ownership or
responsibility �or this property, you must within seven t7) days of such
action, provide ' the Division of Public Health with the names and addresses of
any new owners qr responsible parties.

You must also nqtify any new owners or responsible parties of this pending
action by the D�vision of Public Health.
Any repair or d�molition must be completed in accordance will all applicable
laws.
If the rehabilitation work is not completed or if you have not demolished and
removed the house and garage by the above date, the Division of Public Health
will refer this matter to the City Council to receive authority to have the
house and garage demolished and removed. All costs incurred in wrecking and
removing the buildings will be charged against the real estate as a special
assessment to be collected in the same manner as taxes. The City Council will
schedule public hearings to consider the necessity and advisability of
orderino the buildings repaired or demolished and removed. If public hearings
become necessary, you will be notified of the times and dates of the hearings
and you will be 'allowed to present evidence to the City Council.
A copy of this order will be kept on file in the City Clerk's Office and a
resolution declaring this property to be a nuisance sha11 be on file in the
Ramsey County Recorder's Office. Compliance with the attached list of
deficiencies will remove your building from the list of abandoned buildings
but it does not mean that the buildings comply with all applicable housing and
building codes. ',
The date for comjpliance with these orders shall not be extended unless you
receive written �.pproval from the Division of Public Health.
If you wish to h�.ve the City tear down your house and garage, you may request
a consent form be sent to you from our office to sign and return to us.
However, please be aware that all owners and interested parties must sign the
form before the City can tear the buildings down without a City Council order.
A1so be aware that the cost of the demolition, if performed by the City, would
become a special assessment against the property.

6. The chimney is missing mortar and many bricks are loose. Repair or
replace.
7. The roof �hingles are worn and there are indications of some holes in
the valley� areas. Repair or replace.
8. The second floor eaves have rotted and missing wood. Replace and
repaint.
9. The downspouts are missing. Replace.
10. One piece of siding is missing. Replace.
11. The windows have mis�sing paint. Repaint.
12. The foundation has missing and loose mortar. Repair.
13. The foundation is bowed inward near the center of the wall. Repair in a
workmanlike condition.

The Division of Public Health has determined that the above noted building is an abandoned
building, which Chapter 45 of the Saint Paul Legislative Code defines as:�
"any building or portion of a building which has stood with an incomplete exterior
shell for longer than three {3) years or any building or portion thereof which has
stood unoccupied for longer than one tl) year and which meets one or more of the
following criteria;
(a) unsecured, or
(b) boarded, or
(c) having multiple exterior Housing Code or Building Code violations, or
(d) placarded. as "Unfit for Human Habitation" pursuant to Chapter 34 of the Saint
Paul Legislative Code."
The ordinance further! states that an abandoned building is a nuisance and it may be
ordered torn down by the City.
NOTICE: If you do not want to have� the City begin action to have the building torn down,
then the attached list of deficiencies must be repaired or you must tear the building down
on or before December'� 21. 1990.
If you sell, transfer' or convey, in any manner, the ownership or responsibility for this
property, you must within seven (7) days of such action, provide the Division of Public
Health with the names and addresses of any new owners or responsible parties.
You must also notify any new owners or responsible parties of this pending action by the
Division of Public Health.

Any repair or demolit�.on must be completed in accordance will all applicable laws.
If the rehabilitation' work is not completed or if you have not demolished and removed the
building by the above date, the Division of Public Health will refer this matter to the
City Council to receiue authority to have the building demolished and removed. All costs
incurred in wrecking and removing the building will be charged against the real estate as
a special assessment to be collected in the same manner as taxes. The City Council will
schedule public hearings to consider the necessity and advisability of ordering the
building repaired or demolished and removed. If public hearings become necessary, you
will be notified of the times and dates of the hearings and you will be allowed to present
evidence to the City �ouncil.
A copy of this order will be kept on file in the City Clerk's Office and a Resolution
declaring this proper�y to be a nuisance shall be on file in the Ramsey County Recorder's
Office. Compliance w�.th the attached list of deficiencies will remove your building from
the list of abandoned buildings but it does not mean that the building complies will all
applicable Housing and Building Codes.
The date for compliance with these orders shall not be extended unless you receive written
approval from the Division of Public Health.
If you wish to have the City tear down your building, you may do so by requesting a
consent form be sent to you from our office, signing it and returning it to us. However,
please be aware that all owners and interested parties must sign the form before the City
can tear the building ,down without a City Council order. Also be aware that the cost of
the demolition, if performed by the City, would become a special assessment against the
property.

All repairs and new installations must be made in accordance with the
appropriate codes. Permits must be obtained where changes and/or additions to
an electrical system require upgrading of the service size to current National
Electrical Code (N.E.C. ) requirements. Some plumbing repairs may necessitate
updating of the' fixtures and/or piping involved. A permit is required for any
repair or new i�►stallation. Permits may be obtained from the Building
Inspection and nesign Division, Room 445, City Hall.
Exterior
Front of Building
l. The north 'east corner of the foundation has loose and missing mortar.
Repair.
2. The drain ,pipe for the rain leader at the north east corner of the house
is not properly capped. Properly seal this drain pipe.
3 . The roof shingles on the front porch are worn and deteriorated. Replace
shingles. l
4. The tread� for the front porch steps are over spanned and spongy.
Install ar� additional center stringer.
5. The sidin� on the front porch by the steps is deteriorated and some
pieces are missing. Replace as necessary.
6. Trees are igrowing next to the foundation by the front porch. Trim these
trees.
7. Two porch !windows are boarded over, Remove the boards and repair the
windows, as necessary.
8. The gutter by the north east corner of the house is pulled loose and the
downspout �is partially disconnected. Repair.
9. The front �icture window has cracked glass. Replace.
West Side of Building
10. The shingles are worn and some cracks are visible in the valley area.
Repair or replace.
11. The downspout is disconnected from the porch roof and the sewer at the
north west corner is not capped. Repair and properly seal this sewer
pipe.
12. The foundation has loose and missing mortar. Repair.

West Side of Building - continued:
13. Trees are growing along the foundation. Trim these trees.
14. The asphalt siding by the north west corner has holes in it and the
exposed waod is rotted. Replace.
15. The windows have loose and missing paint and some deterioration.
Repair.
East Side of Building
16. The shingles are worn and deteriorated. Replace.
17. Pigeon infestation in the attic. Exterminate the pigeons.
18. Decayed wood above and beneath the east side attic window. Replace all
decayed wood.
19. A rodent hole has been chewed through the wall. Seal this hole.
Rear of Building
20. The roof shingles are severely deteriorated and the roof is sagged.
Repair the sag and replace the shingles.
21. The chimney is leaning out of plumb and has loose and missing mortar.
Repair.
22. The foundation has missing and loose mortar. Repair.
23. The rear door to the cellar is boarded over. Remove the board and
repair thi;s door.
24. The first ,floor rear window near the east side is boarded over. Remove
the boardjand repair the window.
25. The siding{ has missing, torn and broken pieces. Replace.

34 . 19, Subsection 5, entitled�, "Vacation of Conde.mned and Placarded
Dwellinp or Multiple Dwellings" :
"Any dwellinq ! or multiple dwelling which has been
condemned and placarded as unfit for human habita-
tion by the enforcement officer shall be vacated
within a reasonable time as required by the enforce-
ment officer� and it shall be unlawful for any
owner or operator to let to any person for human
habitation said dwelling, multiple dwelling or
dwelling uni�; and no person shall occupy any
dwelling or miultiple dwelling unit which has been
condemned anc� placarded by the enforcement officer
after the dat',e set forth in the placard of condemnation . "
