WHEREAS, on' January 6, 1987, the Saint Paul City Council established a
Community Festival Revolving Loan Fund and Grant Program, administered by the
Division of Parks and Recreation for the purpose of assisting neighborhood
festivals with expenses, starting costs and insurance coverage; and
WHEREAS, on August 6, 1987, the Saint Paul City Council did pass rules to
administer the grant program; and
WHEREAS, th� festivals and sponsoring organizations listed below meet the
eligibility critleria established by the Saint Paul City Council in said rules;
now therefare be� it
RESOLVED that the Saint Paul City Council hereby approves the attached
applications for, funding from the following organization, for the following
festival on the following date for the following amount:
St. Paul American Indian Center $1,000.00
Annual Ghildren's Christmas Party,
December! 20, 1990
and does hereby authorize the appropriated city officials to execute agreements
as necessary to disburse the approved funds; a copy of said agreement to be
kept on file in ,the Department of Finance and Management Services.

Many little folks will depend on the St . Paul Indlan U`"�4�°1'�i3
Center ' s !1990 Children' s Christmas party and dinner .
Jennifer came to the Indian Center ' s Christmas party last
year and,' although she considered herself far too old to slt
on Santa' s knee, she crowded close to watch the little ones
whisper wiishes into his ear .
Last year , Santa was Ojibway and he wore moccasins . His
ribboned shirt was red, patterned with small green and white
holly leaves . He wore fur leggings and beaded mittens to
ward off arctic cold and on his head was the traditional
headgear bf Ojibway men, a fur cap, much like a voyageur ' s
hat .
Of thelnearly six hundred children in attendance, not one
was surprised to see that the Indian Center ' s Santa wore his
best to t�eir party. They just lined up to talk to him.
This isllthe second year the Indian Center will sponsor a
Christmas party. In 1989 , the Center gave 1279 gaily
wrapped g� fts to about 580 young people from infants to 18
year olds ., Each young person also received a Christmas bag
of fruit nd candy. Earlier in the day a Christmas dinner
was serve� to Elders and parents and others of the corrmunity
as well as to the children.
Frogtown �as the most diverse face of all St . Paul ' s
neighborhdods . The Indian Center ' s Children' s Christmas
party rei�forces and celebrates that diversity. As well , it
presents tlhe cultures of the three main Indian tribal groups
found in S,t . Paul : the Winnebago, Ojibway and Sioux.
The purpose or goals of the St . Paul Indian Center ' s
Children ' slChristmas party are:
1 . To prowide every child who attends with an afternoon of
entertainm�nt , presents , food, and special attention.
2 . To bolster the comnunity feeling of Indian people in St .
Paul . '
3. To str�ngthen the neighborhood bonds of the Frogtown
comnunity.
4. To comnunicate to the broader St . Paul corrmunity,
especially�, to the Frogtown neighborhood, the Indian
tradition of welcoming guests and visitors with food and
hospitality.
The imp�ct of these goals will be a greater understanding
between reSidents of the area and a strengthening of the
neighborho�d.
