WHEREAS The City Council, pursuant to Chapter 62 of the Administrative Code, did hold a Public
Hearing on 1990, in the City Council Chambers for the purpose of establishing the level of
services of street and alley� maintenance to be performed in the City of Saint Paul in 1991, and the
amount of service charges to be levied against benefitted property; now, therefore, be it
RESOLVED, That tMe Cowncil of the City of Saint Paul does hereby determine that the program of Street
Maintenance Services to be pertormed within the City of Saint Paul in 1991 shall be in the manner as set
forth and described in the attached report of the Department of Public Works, and the Department of
Public Works is hereby au�thorized to perform the necessary work as set forth in said report and shall, in
accordance with said Chapter 62 the Administrative Code, keep an accurate record of all costs
attributable to the program and report such information to the Department of Finance and Management
Services.

I am speaking about the service charge for the alley between Knapp and Scudder
Avenues in Saint Anthony Park for 1991.
The aLley is approximately 275 feet long or a total of 550 feet on both sides.
The charge for servicing the al.ley is $. 53 per foot.
550 feet times $. 53 per foot = $291.. 50 for the alley
the charges that are proposed are as follows:
One 50 foot lot x $. 5'3 per foot = $26. 50 times 6 lots of 50� _ $159. 00 or 6% per lot
One 75 foot lot x $. 53 per foot = $39. 75 times 1 lot of 75� _ $ 39, 75 or 9% per lot

Now � the service charge per alley was based on usage based on the number of
units of cars or gara.ges represented in the alley and they were paying the sum
equivalent to what the city wants to charge me:

As you can see fro�j the enclosed diagram, there are many ways to count the
two apartment hous�s at the ends of the block on Raymond Avenue. The use of
a per foot charge d�es not reflect usage. The per foot charge is archaic and
out of date. When th�e condominium decided that they wanted the alley paved,
the rest of the resiqlents on the alley paid the major share of the cost even though
the alley had been there for at least 80 years(the age of my house) and we were
al.l satisfied with it the was that it was. In fact, for our major share of the cost,
we were not even notified that it was going to happer,. Things have changed since
the horse and buggy� days when the area around here was built and the usage of the
streets have changed also. I suggest that the City of Saint Paul find a more
equitable method of charging for alley and street services and improvements.

Notice is hereb given that a Public Hearing will be held on the���i'da�o£
�o�l�h�-6ctober 1990 a . . .in the Saint Paul City Council Chaznbers,City Hall and
Court House,Saint Paul,Minnesota. The purpose of the.Public Hearing is to
consider the level of service of street maintenance to be performed in the City of
Saint Paul in 1991 and to consider the cost of such service to be charged against
benefitted propertiy in accordance with Chapter 62 of the Administrative Code.
The particular ser�ice to be performed and the estimated rnsts as proposed by the
Departrnent of Public Works are as follows: .
CLASS I-D,O��TOWN OR LOOP STREETS
Descri�tion:
Class I service will be performed on all downtown streets within the following
boundaries: Kellqgg Boulevard on the south and west,Eleventh Street on the north,
and Broadway on'the east.
Pro�osed 1991 Leyel of Services:
The downtown st�eets will be swept three times per week and flushed five times per
week. All routine maintenance,including patching and repairing of street surfaces,
will be performed on an as-needed basis.
Pro�osed Assessr�ent: �
All Class I service will be assessed at a rate of .24 per assessable foot for all.
CLASS II-OUTL',YING COMMERQAL AND ARTERIAL STREETS
Description• : :
Class II service wi�l be performed on all ou�lying conunercial and arterial streets in
the City. These are the major arteries in the Cify and have both heavy volumes of
vehicular and pedestrian traffic and have frequent business or commercial properties
fronting on them.,Typical examples would be as follows: University Avenue,
Snelling Avenue,lWest Seventh Street,East Seventh Street,Rice Street,Payne
-- Avenue,Arcade�treet,Summit Avenue,Grand Avenue and others. All of these
Class II streets ar� accurately defined on a map available for viewing in the
Department of Pulblic Works,900 City Hall Annex. �
Proposed 1991 Level of Service:
The Class II streets would be cleaned approxunately 18 times per season. All routine
maintenance,including patching and repairing of street surfaces,will be done on an

Under Class II service there will be two assessment rates,one commercial and one
residential. The commercial property rate will be 2.23 per assessable foot and the
residential property rate will be 1.01 per assessable foot.
CLASS III-ALL�ESIDENTIAL STREETS
Descri�tion:
Class III service wrould be performed on all residential streets including oiled streets,
paved streets and intermediate type streets.
Pro�osed 1991 Le�vel of Service:
Residential streetS,including oiled,paved and intermediate streets,would receive
thorough cleanin�each spring which would include sweeping and flushing.
Patching and repa�ir work would be done on an"as-needed"basis. Approximately
150 miles of oiled Istreets would receive a sand sealcoat and approximately 20 nliles of
paved streets will;receive a chip sealcoat. In the fall (weather permitting)leaves
would be picked�ap from these streets.
Pro�osed Assessr�ent
Under Class III service to residential streets,we have two assessment categories. The
commercial prop�rty rate would be 1.61 per assessable foot and the residential
property rate would be 1.01 per assessable foot.
CLASS IV-ALL�ILED AND PAVED ALLEYS
, Description:
Class IV service wtould be performed on all oiled,paved and intermediate type alleys
within the City.
Pro�osed 1991 Le�vel of Service:
All oiled,paved and intermediate alleys would receive a thorough cleaning each
-- spring. Effdrts would be made to complete the cleaning by June 15th. All routine
maintenance,including patching and repair of the alley surface,would be performed
on an "as-needed"basis.
Proposed Assessr�enr
The proposed assessment rate is .80 per assessable foot for commercial properiy and
.53 per assessable foot for residential property.

CLASS V AND V�-UNIMPROVED STREETS AND ALLEYS °�°���
Description:
Class V and VI service will be performed on unimproved stree�s and alleys. By
unimproved,we n?�ean those streets and alleys that have not been developed for one
reason or another. They are platted City rights-of-waty;however,the abutting :
residents have nev�er petitioned for their improvement nor have there been any
assessments levied. Because they are City rights-of-way,the City has the
responsibilify to perform minimal repairs and maintenance work to reduce hazards.
Proposed 1991 Le�el of Services:
The maintenance and repair of these streets and alleys will consist of patching,
minor blading,placing of crushed rock and other stabilized material in order to make
them passable and reduce hazards.
Pro�osed Assessxr�ent:
The proposed ass�ssment rate on unimproved streets is .61 per assessable foot for
commercial propeXty and .41 per assessable foot for residential property. The
proposed assessm�nt rate on unimproved alleys is .31 per assessable foot for
commercial propexty and .21 per assessable foot for residential property.
