AUTHORIZING APPLICATIONS FOR THE TAX BASE REVITALIZATION ACCOUNT
WHEREAS the City of Saint Paul is a participant in the Livable Communities AcYs Housing Incentives Program for
1998 as determined by the Metropolitan Council, and is therefore eligible to make application for funds under the Taz
Base Revitalization Account; and
WI�REAS the City has identified three clean-up projects within the City, the top priority sites being the property at
750 Pelham Blvd., and the Mason Steel site (for which the Saint Paul Port Authority will submit the application for)
and a lower priority is the RiverCentre site containing additional asbestos. A11 three sites meet the Tax Base
Revitalization AccounYs purposes and criteria; and
WIIEREAS the City has the institutional, managerial and financial capability to ensure adequate project
administration; and
WI�,REAS the City certifies that it will comply with all applicable laws and regulations as stated in the contract
agreements; and
WHEREAS the City Council of Saint Paul, Minnesota agrees to act as legal sponsor for the 750 Pelham project and
the RiverCentre asbestos project contained in the Tax Base Revitalization Account grant applications to be submitted

NOW "I'HEREFORE BE IT RESOLVED that the Departrnent of Planning and Economic Development is hereby
authorized to apply to the Metropolitan Council for funding for both the 750 Pelham project as well as the RiverCentre
project on behalf of the City of Saint Paul, to accept funds if awazded, and to execute such documents and budget
amendments as are necessary to fulfill the terms of the grant agreement on behalf of the applicant
